The Environmental Protection Agency is inviting applications for
research to anticipate and analyze future environmental issues over the
next 25 to 100 years. Projects should demonstrate the value of nanoscale
science and technology to prevent and solve future environmental problems;
target emerging environmental problems and new approaches and techniques
that can be pursued to solve them; and identify significant socio-economic
trends and their effects.

The Office of Citizen Exchanges of the Bureau of Educational and
Cultural Affairs (ECA) of the United States Department of State announces
an open competition for grants under the Israel-Arab Peace Partners Program.
Organizations may submit proposals to develop and implement exchange programs
involving participants from Israel and one or more Arab countries or entities
in the Middle East or North Africa. Participants should include college
and graduate students as well as leaders and public policy advocates in
various professions. The Office of Citizen Exchanges solicits proposals
in five areas of focus: 1) Dispute Resolution/Conflict Prevention; 2) Environmental
Protection and Environmentally Responsible Development; 3) Democratization
and Building Civil Society; 4) Enhancing the Rights and Opportunities of
Women and/or the Disabled; and 5) A Community-based Exchange.

The purpose of this RFA is to reannounce the National Institute of
General Medical Sciences (NIGMS) program of the Large-Scale Collaborative
Project Awards, (commonly called Large Glue Grants). The intention is to
make resources available for independently funded scientists to form research
teams to solve a complex biological problem that would be beyond the means
of any one research group, and that is of central importance to biomedical
science and to the mission of the NIGMS. Participating investigators should
already hold externally peer reviewed and funded research grants in the
area of the proposal, and in general, support of the new individual research
projects will not be a part of these large scale project awards. Grants
for this initiative will be awarded in two phases. The purpose of the Phase
I award is to provide resources for detailed planning to applicants who
have demonstrated the selection of an appropriate complex biological problem,
an innovative plan, and appropriate commitments to its solution from participating

The Air Force Office of Scientific Research (AFOSR) is seeking research
proposals that draw on the rules and operation of biological systems to
address issues such as communication and control between biomolecular structures.
Areas include: sensing, stimulation and signal transduction; structures
and materials; energy storage and conversion; and guidance and control
systems, for example, for navigation, communication and threat avoidance.

The Biological Information Technology and Systems (BITS) Program
will support high risk/ high return research at the interface of biology
and information technology. Biological systems have enormous capabilities
as powerful and agile control systems for robotic and regulatory systems,
and for pattern recognition, adaptability, information storage, retrieval
and processing, sensor fusion and other information-handling tasks. Determining
what needs to and what can be learned about information processing in biological
systems should lead to important new information systems (algorithms, software
and systems) and technologies (computer platforms, sensors, robotic devices,
etc.) The initial phase of this program will focus on developing computational
models and theories for the information processing mechanisms encountered

The Engineering Directorate of the National Science Foundation (NSF)
announces a research initiative jointly sponsored with the U.S. Department
of Transportation (USDOT) for Exploratory Research on Information and Communications
Systems for Surface Transportation. The goal of the NSF/USDOT program is
to support basic research aimed at discovering ways innovative information
and information/communication technologies can be integrated into surface
transportation systems in order to meet challenges and constraints related
to competitiveness, congestion, safety, land use, energy and environment.
This program is intended to offer opportunities to address technical as
well as non-technical influences by engaging supporting disciplines, such
as computer science and engineering, natural and social sciences, operations

AGRICULTURE

The Cooperative State Research, Education, and Extension Service
(CSREES) announces the availability of grant funds and requests proposals
for the Fund for Rural America (FFRA) for fiscal year (FY) 2001 to support
competitively awarded research, extension and education grants addressing
key issues that contribute to economic diversification and sustainable

The Department of Education is inviting applications for the Early
Childhood Educator Professional Development Program. The purpose of this
program is to provide replicable high-quality professional development
programs to improve the knowledge and skills of early childhood educators
who work in programs located in urban or rural high-poverty communities,
and who serve primarily children from low-income families. These programs
must primarily provide research-based training that will improve early
childhood pedagogy and will further children's language and literacy skills
to prevent them from encountering reading difficulties when they enter

The Federal Railroad Administration (FRA) is soliciting proposal
concept papers for various research projects, technology advancements and/or
demonstrations directed at enhancing the deployment of high-speed rail
service in the United States. Technologies most likely to enhance the deployment
of high-speed rail service in the U.S. are those which will enhance the
revenue-generating capability of high-speed operations; bring about capital
cost reductions and economy in producing equipment and facilities; reduce
operating costs; improve the reliability of equipment and infrastructure
components; improve safety; and/or enhance the social benefits and/or environmental

The Whitaker Foundation is a private, nonprofit foundation dedicated
to improving human health through the support of biomedical engineering.
The Teaching Materials Program is designed to enhance the education of
biomedical engineers through the development of high-quality teaching materials.
Grants will be made for writing textbooks for core biomedical engineering
courses at the undergraduate or early graduate levels and visionary, seminal
books dealing with topics in the field. The foundation will also consider
electronically based teaching materials. Awards under the Teaching Materials
Program will support selected authors through institutional grants for
release time or sabbaticals during the later stages of textbook writing.

The SBIR/STTR Program stimulates technological innovation in the
private sector by strengthening the role of small business concerns in
