GENERAL
13-1 Birth Defects Prevention Research Grants (March of Dimes)

The March of Dimes is inviting applications for research grants directed
at the prevention of birth defects. Research subjects appropriate for support
include basic biological processes governing development, genetics, clinical
studies, studies of reproductive health, environmental toxicology, and
social and behavioral studies.

As a collaborative, interagency effort, the Department of Agriculture and
the National Science Foundation are inviting proposals for the Microbial
Genome Sequencing Project. Proposals are solicited to conduct high-throughput
sequencing of genomes of microbes that are of fundamental biological interest,
as well as those that are important to the productivity and sustainability
of agriculture and forestry, and to the safety and quality of the nation's
food supply. Priority will be given to projects that will provide whole
genome sequence data and mapping information on microorganisms to fill
key gaps in our knowledge of microbial diversity, of microbes that play
roles in diverse ecosystems, and/or microbes that have an impact on agriculture.

The U.S. Research and Development Foundation (CRDF) is pleased to announce
a new competition for its Cooperative Grants Program. This program allows
joint teams of U.S. and former Soviet Union (FSU) scientists and engineers
to apply for one- to two-year support for cooperation in any area of civilian
research and development in the natural sciences, mathematics, engineering,
and biomedical and behavioral sciences. The U.S. Co-Investigator must be
a U.S. citizen or permanent resident. The FSU Co-Investigator must be a
citizen of, and permanently reside in, one of the following countries:
Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia,
Tajikistan, Turkmenistan, Ukraine or Uzbekistan.

The Program for Regional Alliances for Persons with Disabilities in Science,
Mathematics, Engineering and Technology Education (RAD) is dedicated to
increasing the number of people with disabilities employed in the nation's
science, engineering, and technology work force. It supports projects designed
to: bring about needed changes in academic and professional climates, increase
the awareness and recognition of the needs and capabilities of students
with disabilities, promote the accessibility and appropriateness of instructional
materials, media, and educational technologies, and increase the availability
of student enrichment recourses including mentoring activities. NSF-01-67

AGRICULTURE

The Agriculture Department is inviting applications to develop community
food projects to meet the food needs of low-income people, increase the
self-reliance of communities in providing for their own food needs and
promote comprehensive responses to local food, farm and nutrition issues.
Projects should seek comprehensive solutions to problems, not just short-term
food relief. For example, projects should integrate economic, social and
environmental impacts such as job training, employment opportunities, small
business expansion, neighborhood revitalization, open space development,

ARTS & HUMANITIES

NEH fellowships provide opportunities for individuals to pursue advanced
work in the humanities. Projects may contribute to scholarly knowledge
or to the general public's understanding of the humanities. Recipients
might eventually produce scholarly articles, a monograph on a specialized
subject, a book on a broad topic, an archaeological site report, a translation,
an edition, or other scholarly tools. Tenure normally covers an uninterrupted
period of from six to twelve whole months.

EDUCATION

This program is a FIPSE Special Focus Competition to support projects addressing
a particular problem area or improvement approach in postsecondary education.
The competition also includes an invitational priority to encourage proposals
designed to support the formation of educational consortia of American,
Canadian and Mexican institutions to encourage cooperation in the coordination
of curricula, the exchange of students and the opening of educational opportunities

ENGINEERING, MATHEMATICS AND PHYSICAL SCIENCES

The purpose of this announcement is to enable the members of the advanced
network community (research universities, government agencies and industrial
units) to collaborate in assembling the known and needed pieces of Network
Centric MIDDLEWARE Services. Middleware refers to the software which is
common to multiple applications and build on the network transport services
to enable ready development of new applications and network services. Although
this broad topic has been discussed widely, a single concrete gathering
point is needed to sort out the solution components in solving problem
of improving the network experiences for most applications. The dilemma
is that trade-offs between two goals are needed. The desired goals are:
optimizing the entire network for a single application and sharing limited

The Commerce Department's U.S. Geological Survey is seeking proposals for
products and research to reduce earthquake losses to the private and public
sectors. Elements of the program are: products for earthquake loss reduction,
for example probabilistic maps; research on earthquake occurrence and effects,
including methods to measure hazards and loss reduction methodologies;

The National Institute of Neurological Disorders and Stroke (NINDS) and
the National Institute of Mental Health (NIMH) invite applications for
support of Microarray Centers. These centers will support gene expression
profiling in the nervous system through the application of microarray technologies.
The Microarray Centers, which will function as a consortium, will provide
reagents, services and training to the neuroscience community, on a fee-for-service
basis. The term consortium is used here to refer to the Centers that are
funded through this RFA, and not to refer to non-grantee, participating

HEALTH & LIFE SCIENCES

The National Cancer Institute invites exploratory/developmental grant application
(R21) to exploit molecular targets for drug discovery. New insights into
our understanding of cancer cell biology provide a new opportunity for
a fundamental re-ordering of approaches to cancer discovery. Investigators
are being asked to identify a novel molecular target, or to validate the
target as a basis for cancer drug discovery, or to develop an assay for
the target. Applicants may address targets related to the treatment of
established cancers, or the prevention of molecular changes which may cause
cancer. Investigators may use their own creativity in defining their approach.

The Cancer Diagnosis Program of the National Cancer Institute invites application
for research projects to evaluate the utility and pilot the application
of new strategies for determining prognosis or predicting response to therapy.
This will provide tools to improve clinical decision-making in the care

first phase (R21) for technical development and a second phase (R33) for

The Health and Human Services' Administration for Children and Families
is inviting applications for community-based, local and statewide food
and nutrition programs for low-income individuals. The program supports
projects to coordinate private and public food assistance resources; help
low-income communities identify sponsors of child nutrition programs and
start programs in underserved areas; and develop innovative approaches
to meet the nutrition needs of low-income individuals. Priorities include
innovative approaches to promoting health and nutrition awareness among
low-income populations and projects that address the needs of homeless

This request for Applications solicits research grant applications to examine
the feasibility of using Xenopus tropicalis for standard genetic manipulations.
The research proposed should optimize the conditions required to perform
efficient, large-scale mutagenesis, and should use the optimized parameters
to perform small-scale mutagenesis; phenotyping; and gene cloning, identification,
and characterization. Mutant animals, protocols, and data produced by these

SOCIAL SCIENCES

The Kansas Criminal Justice Coordinating Council is soliciting grants from
cities, counties, state agencies and not-for-profit organizations for criminal
justice programs. Qualified programs include: Improving drug control technology;
Criminal justice information systems for assisting law enforcement, prosecution,
courts and corrections organization; Demonstrating new and different approaches
to drug enforcement, prosecution and adjudication; Developing or improving
forensic laboratory capabilities; Improving the corrections system, including
drug and alcohol treatment; Identifying and meeting the treatment needs
of adult and juvenile drug-dependent and alcohol-dependent offenders; providing
alternatives to prevent detention, jail and prison for persons who pose
no danger to the community.

The Department of Justice has announced the availability of grants to combat
campus violence against women. Programs may prevent sexual assault, domestic
and dating violence and stalking and improve victim services. At a minimum
the institution should create a coordinated community response to violence
against women which should involve the entire campus as well as the larger
community in which the campus is located; establish a mandatory prevention
and education program for all incoming students; and establish or strengthen
programs to train members of campus disciplinary boards to respond effectively
to charges of violence against women. Online registration is required by

-he Environmental Protection Agency's National Center for Environmental
Research (NCER) announces an extramural grants competition supporting research
in the area of market-based mechanisms and other incentives for environmental
quality management (MM&I). This competition encourages research that
will contribute to the development of practical, credible approaches for
designing environmental programs that will meet the Nations environmental
goals cost-efficiently. The Competition encourages proposals from researchers
from all behavioral, social and economic sciences. It supports both research
conducted within a single disciplinary tradition, as well as novel, collaborative,
and interdisciplinary scientific efforts.

The Substance Abuse and Mental Health Services Administration is seeking
applications to support adoption and implementation of exemplary practices
related to the delivery and organization of services for children with
serious emotional disturbances or adults with serious mental illness. A
special sub competition is targeted to racial and ethnic minority persons
