11-1 Halliburton Grants (Halliburton)

The Halliburton Foundation supports higher education programs of merit
by awarding grants to programs at universities that are preparing potential
Halliburton employees. Programs eligible for support include those that
prepare graduates with advanced technological skills and knowledge, programs
in business and finance, programs in science, math, and engineering, assistance
to outstanding students in the form of internships and cooperative employment
opportunities, and programs that will assist faculty members in areas that
support Halliburton interests and initiatives. Because K-State can only
submit 3 proposals, please contact Jim Guikema, Associate Dean, 532-6191,
e-mail guikema@ksu.edu, with your proposal concept by March 30.

The Department of Housing and Urban Development is soliciting proposals
for Community Outreach Partnership Centers (COPC). The main purpose of
the COPC Program is to assist in establishing or carrying out outreach
and applied research activities addressing the problems of urban areas.
HUD looks to the program to encourage structural change, both within an
institution of higher education and in the way the institution relates
to its neighbors. Only one application from an institution may be submitted.

This Request for Applications (RFA) from the Environmental Protection Agency
solicits applications for research that will support assessments of the
consequences of global change for aquatic ecosystems and water quality.
Proposals must address the effects of climate change and variability and
land use change and/or UV radiation on aquatic ecosystems (e.g., effects
on water quality, aquatic organisms, ecosystem functioning, ecosystem services).
Successful proposals will articulate the research questions that the proposal
would address; describe the hypothesis to be tested; and describe the experimental
design proposed for the research, including identification of existing
models that would be used or adapted.

The Bio-Computation Program is aimed at exploring and developing computational
methods and models at the bio-molecular and cellular levels. Specifically,
the program goals are twofold. First, the program aims to develop scalable
DNA and related nucleotide manipulation techniques for realizing powerful
computational methods for solving highly complex problems, for designing
ultra-high density information storage, and for developing programmable
nano-structures of nucleotides for novel applications. Second, the program
aims to develop computational models, techniques, and tools, for in-silico
analysis, capable of predicting cellular processes and their spatio-temporal
behavior, which can also assist in developing control strategies. BAA 01-26

Grants will be awarded to projects focusing on issues of practical relevance
and current interest to the academic, corporate, and policy-making communities.
The region is defined to include: Armenia, Azerbaijan, Bulgaria, Georgia,
Iran, Kazakhstan, Moldova, Romania, Russia, Turkey, Turkmenistan, and Ukraine.
Groups with a minimum of three scholars, all of whom hold graduate degrees,
are eligible to apply. At least one of the researchers must be a U.S. citizen
or permanent resident and at least two of the researchers should be citizens
and current residents of the Black and Caspian sea region at the time of
application.

AGRICULTURE

The Rural Business-Cooperative Service (RBS) announces the availability
of competitive grant funds for the establishment of a value-added technical
resource center. RBS requests proposals from eligible institutions to establish
a single pilot project to be known as the Agricultural Marketing Resource
Center. This Center will have the capabilities, including electronic, to
coordinate and provide information regarding research, business, legal,
financial, and logistical assistance to independent producers and processors
of value-added agricultural commodities and products of agricultural commodities.
The Center will also develop a nationwide market information and coordination

Under the Saltonstall-Kennedy (S-K) Grant Program, the National Marine
Fisheries Service provides financial assistance for research and development
projects that address certain aspects of U.S. fisheries (commercial or
recreational), including, but not limited to, harvesting, processing, marketing,
and associated infrastructures. Successful applications will be those aimed
at helping fishing communities to resolve issues that affect their ability
to fish; make full use of species currently under Federal jurisdiction
or explore the potential for development of new sustainable managed fisheries;
and address the socioeconomic impacts of overfishing and overcapitalization.

EDUCATION

This program supports activities that promote systemic reform and improvement
of science and mathematics education in schools and districts in rural,
economically disadvantaged areas. Currently, the program seeks to expand
participation in reform and encourages submissions from smaller coalitions,
typically of five to twenty school districts. Proposals may be submitted
only by institutions of higher education, or non-profit or governmental
organization, including school districts, on behalf of consortia of school
districts and communities. An institution may submit only one proposal
per competition. Institutions with active Development awards may submit

ENGINEERING, MATHEMATICS & PHYSICAL SCIENCES

This special competition is to enable access by the U.S. community to the
3.67-meter Advanced Electro-Optical System (AEOS) telescope with its sophisticated
adaptive optics system for astronomical research and instrument development.
This telescope system will be made available for 50 observing nights during
calendar years 2001 and 2002. Seven fixed Coude rooms are available for
astronomical observations with user-provided instrumentation. Alternatively,
scientific observations can be made using the cameras and instruments provided
on -site by the Air Force. NSF 01-66

This focused initiative seeks high-risk/high-return proposals of novel
concepts in photonic devices, fiber communication systems and advanced
networks. The emphasis will be on enabling technologies critical to the
continued growth of high-capacity optical communications and networking
systems in the next decade. DARPA plans to participate in the reviews and
identify proposals of mutual interest and may provide co-funding for programs
of high quality that meet their programmatic and relevancy requirements.

The National Science Foundation's George E. Brown, Jr. Network for Earthquake
Engineering simulation (NEES) program requests proposals for a small team
to initiate and coordinate activities with the earthquake engineering community,
over a maximum three-year period that will result in the development and
formation of a single community-based and community-led NEES Consortium.
The NEES Collaboratory will be developed to provide opportunities for integrated
experimentation, computation, theory, databases, and model-based simulation
in earthquake engineering research and education and will include approximately
20 geographically-distributed, shared-use next generation earthquake engineering
experimental research equipment installations networked together through

The National Aeronautics and Space Administration (NASA) is soliciting
proposals for the Instrument Incubator Program (IIP), a technology development
program in support of the Earth Science Enterprise (ESE). The IIP seeks
proposals for technology development activities leading to new system and
subsystem level airborne space-based measurement techniques which: 1) reduce
the risk, cost, size and development time of Earth observing instruments,

The Justice Department's National Institute of Justice is inviting applications
for research to enhance or increase the capacity, capability, applicability
and reliability of DNA for forensic uses. Areas and issues of emphasis
include high-throughput databasing and customized case work analysis and

and that can be used to analyze crime scene samples that often are limited

SOCIAL SCIENCES

Grants are available from the Wenner-Gren Foundation for basic research
in all branches of anthropology. Grants are made to seed innovative approaches
and ideas, to cover specific expenses or phases of a project, and/or to
encourage aid from other funding agencies. The foundation particularly
invites projects employing comparative perspectives or integrating two
or more subfields of anthropology. A small number of awards is available
for projects designed to develop resources for anthropological research
and scholarly exchange. The foundation offers Dissertation Fieldwork Grants,
Post-Ph.D. Grants, and Richard Carley Hunt Postdoctoral Fellowships.

The Substance Abuse and Mental Health Services Administration is inviting
applications for community-based practice/research collaboratives designed
to implement evidence-based substance abuse treatment practices in community
settings. Before implementing programs, collaboratives must have developed
the necessary infastructure to develop programs in interaction with community
stakeholders, including substance abuse treatment providers, researchers,

The Health and Human Services Department's Administration on Children,
Youth and Families is inviting applications for nationwide expansion of
the Early Head Start program, which provides child and family development
services for low-income families with children under age three. Projects
provide early, continuous, intensive and comprehensive child development
and family support services on a year-round basis. Services aim to enhance
children's physical, social, emotional and intellectual development and
