NOTICE

The Kansas Defense 2010 Steering Committee has issued guidelines for the
current year's DEPSCoR competition. DEPSCoR will fund individual investigator
projects or multiple investigators engaged in a focused research area project.
A new feature of the preproposal submission includes the provision of a
Program Manager Visit report which will be evaluated by the Steering Committee.
All proposals must include a statement as to how the proposal meets the
State of Kansas DEPSCoR objectives by meeting both DoD needs and the State
goals for stimulating competitive research capabilities.

GENERAL

The National Center for Research Resources (NCRR) is continuing its competitive
Shared Instrumentation Grant (SIG) Program initiated in Fiscal Year 1982.
The objective of the program is to make available to institutions expensive
research instruments that can only be justified on a shared-use basis and
for which meritorious research projects are described. The SIG Program
provides a cost-effective mechanism for groups of NIH-supported investigators
to obtain commercially-available, technologically sophisticated equipment

The Human Frontier Science Program promotes international collaboration
in interdisciplinary, basic research in the life sciences. The fields supported
are Brain Functions and Molecular Approaches to Biological Functions. Particular
emphasis is now placed on bringing scientists from fields such as physics,
mathematics, chemistry, computer science and engineering together with
biologists to open up new approaches to understanding complex biological
systems. Research grants are awarded for projects that involve extensive
collaboration among teams of scientists working in different countries.
Emphasis is on novel collaborations that bring together scientists from
different disciplines.

This RFA is a part of the National Institutes of Health-wide initiative
to eliminate health disparities in racial and ethnic minority populations.
It builds on the National Institute on Drug Abuse's (NIDA) efforts over
the past several years to understand better and address drug abuse and
addiction among and across racial and ethnic minority populations. It is
designed to stimulate epidemiological, prevention, treatment, and services
research that addresses issues relating to the differential drug use patterns
and/or their associated behavioral, social, medical, and mental health
consequences within and across racial and ethnic minority populations.

AGRICULTURE

USDA announces the availability of grant funds and requests proposals for
the Initiative for Future Agriculture and Food Systems Program (IFAFS)
for fiscal year (FY) 2001. The purpose of the IFAFS is to support research,
education and extension grants that address critical emerging U.S. agricultural
issues related to: 1) future food production, 2) environmental quality
and natural resource management, or 3) farm income. Priority will be given
to projects that are multi state, multi-institutional, or multidisciplinary
or projects that integrate agricultural research, extension and education.

The Engineering Directorate of the National Science Foundation (NSF) announces
a research initiative in support of the Federal Partnership for Advancing
Technology in Housing, or PATH. The objectives of PATH are to improve the
quality, affordability, durability, environmental performance, and energy
efficiency of today's new and existing homes; strengthen the technology
infrastructure of the United States; and help create the next generation

In FY 2001 NSF seeks to open a pathway to future computing, communications,
and information environments by creating a very large-scale system that
is part of the rapidly expanding communicational Grid. NSF will establish
an advanced, multi-site distributed facility connected by ultra high-speed
networking that will lead to breakthroughs and enhance the capabilities
of U.S. researchers in all areas of computational, computer, and information
science and engineering. This environment will include at least one single-site
computing system capable of five or more teraflops per second (peak) performance.
However, this terascale computer system will be embedded within an overall
system that also provides sophisticated data handling and interaction with

Geoscience Education proposals may target any educational level: 1) graduate
and postdoctoral education and training (outside the framework of normal
NSF research grants), 2) undergraduate education, 3) elementary and secondary
education, and 4) education outside the classroom. Awards are intended
to facilitate the initiation or piloting of highly innovative educational
activities that involve leading geoscience researchers where support may
not otherwise be available. In appropriate cases, awards may be made by
supplementing active research grants. A major motivation of the program
is to foster collaborations that integrate research and education. NSF

The Department of Energy and the NSF support a limited number of Pan American
Advanced Studies Institutes (PASI) modeled on the NATO Advanced Studies
Institutes. Pan American Advanced Studies Institutes are short courses
of two to four weeks duration, involving lecturers of international standing
at the advanced graduate and postgraduate level from the Americas. Approximately
5 to 6 awards will be made yearly to U.S. research institutions or professional
societies for the purpose of organizing a PASI. The Principal Investigator
(PI) shall be the designated contact person for the Institute and is expected
to provide leadership in fully coordinating and integrating its activities.
The PI is responsible for a) the preparation of the scientific and or engineering
program, b) the selection of lecturers and students, c) the administration
of the meeting, and d) the publication of lectures and proceedings from

The Environmental Protection Agency is seeking proposals for pilot projects
with high potential to spur innovations in reducing transportation-related
emissions and local and national vehicle travel. The EPA is interested
in pilot projects that support voluntary activities to improve community
designs, promote transportation innovations, develop and implement incentives
and make more efficient use of transportation systems, cleaner fuels and
vehicles. Proposals must address the causes, effects, extent, prevention,
reduction, and elimination of air pollution and include activities such

The National Institute on Deafness and Other Communication Disorders (NIDCD)
requests applications for the study of the genetic, molecular and cellular
mechanisms underlying migratory events, process outgrowth from peripheral
gustatory ganglion cells, axon guidance, selection of synaptic targets
and the innervation of specific taste receptor cells. Research projects
supported under this RFA will utilize contemporary genetic and molecular
biological tools to identify genetic factors, guidance molecules, and neurotrophic
substances (diffusible and membrane bound) that help establish and maintain

The National Institute of Diabetes & Digestive & Kidney Diseases
(NIDDK) is seeking applications to establish a Beta Cell Biology Consortium
for the purpose of intensifying investigator-initiated research, attracting

generate new research tools and approaches for the diagnosis, treatment,

This RFA encourages a new generation of drug abuse prevention research.
Applications are solicited to examine elements that may account for program
effectiveness of drug abuse prevention interventions that have either been
empirically validated or are currently undergoing rigorous efficacy/effectiveness
trials. The purpose is to gain a better understanding of what accounts
for program effectiveness through: 1) empirical tests of theoretically
derived processes, 2) identification of patterns related to differential
effectiveness, 3) generating and testing alternate hypotheses accounting
for effectiveness based on differential outcomes from current or previous
research, and 4) specification and testing of elements singularly and in

The National Institute on Drug Abuse (NIDA) invites applications for research
projects responding to emerging and current drug abuse trends. The recent
alarming increase in the use of club drugs (such as ecstasy, methamphetamine,
GHB, and Ketamine), increase in the use of anabolic steroids among high
school students, and the reported use of heroin among adolescents and young
adults illustrate the varied and dynamic nature of contemporary drug abuse
trends. This RFA will support research to characterize the nature and extent
of emerging/current drug abuse trends within local contexts and identify
associated health, social, and behavioral consequences; to elucidate individual,
social, cultural, and contextual factors influencing drug using behaviors;
to enhance our ability to identify, monitor, and assess emerging drug abuse
trends; to reveal processes and patterns of development and diffusion of
new drug trends; and to identify community- or context-specific prevention
