GENERAL

Building on work supported under the multi-agency Digital Libraries Initiative,
this program aims to establish a national digital library that will constitute
an online network of learning environments and resources for science, mathematics,
engineering, and technology (SMET) education at all levels. The program
will accept proposals in four tracks: 1) A Core Integration project is
expected to focus on the coordination and management of the library's core
collections and services and to develop the library's central portal.;
2) Collections projects are expected to aggregate and manage a subset of
the library's content within a coherent theme or specialty; 3) Service
projects are expected to develop services which support users, collection
providers, and the Core Integration effort and which enhance the impact,
efficiency, and value of the library; 4) Targeted Research projects are
expected to explore specific topics that have immediate applicability to

The NSF Director's Award for Distinguished Teaching Scholars (DTS) recognizes
and rewards individuals with distinguished records of educating undergraduates
while also contributing significantly to the scholarship of a SMET discipline.
DTS is part of NSF's efforts to promote an academic culture that values
and rewards members of the community who contribute to both disciplinary
scholarship and the SMET education of undergraduates, including students

7-3 Wyoming Research Grants (UW)

The University of Wyoming funds research proposals from the University
of Wyoming faculty or out-of-state researchers who wish to conduct research
at the University of Wyoming-National Park Service Research Station in
Grand Teton National Park. The Research Station furnishes housing, laboratory,
and equipment support to enable researchers in the biological, physical,
and social sciences to access the unique aquatic and terrestrial environments
of Grant Teton National Park and the Greater Yellowstone Ecosystem.

The Department of Defense Strategic Environmental Research and Development
Program (SERDP) Office is interested in receiving proposals for research
focusing on the area of cleanup technologies. The purpose of this program
is to examine the impact of environmental exposures of ammonium perchlorate
on avian species, small rodents, amphibians and fish. The proposed work
should address one or more of the following specific objectives: Avian
Exposure Studies; Food item transfer of perchlorate into rodents, Combined
effects of solar ultraviolet (UV) light and perchlorate on amphibian development
melanocytes & DNA research; Influence of iodine on perchlorate toxicity
in amphibians, Effects of perchlorates on amphibians; Evaluation perchlorate
toxicity in native species of amphibians, Evaluations of perchlorate toxicity
in native species of amphibians, and Reproductive assessment in native

EDUCATION

With support from the National Science Foundation (NSF), the National Center
for Education Statistics (NCES), and the Office of Educational Research
and Improvement (OERI), the American Educational Research Foundation (AERA)
announces its Research Grants Program. The program's goals are: 1) to stimulate
quantitative policy- and practice-related research on U.S. education using
large-scale nationally-representative NCES and NSF data sets; 2) to improve
the U.S educational research community's firsthand knowledge of the range
of data available ; and 3) increase the number of educational researchers
using the data sets.

The purpose of the Gear Up program is to increase the number of low-income
students who are prepared to enter and succeed in college. Through improved
academic preparation and early awareness activities, eligible students
are provided comprehensive mentoring, counseling, outreach and supportive
services, including information to students and their parents about the
benefits of postsecondary education and the availability of Federal financial

ENGINEERING, MATHEMATICS & PHYSICAL SCIENCES

In 1996, the Environmental Protection Agency established the National Research
Center on Statistics and the Environment (the Center) by means of a five-year
cooperative agreement. This center has provided a national capability to
identify and perform cutting-edge research in environmental statistics
that will further application of statistics to the environmental sciences
and facilitate the professional development of future environmental statisticians.
EPA proposes through this solicitation to open this Center to re-competition
for an additional five-year period.

The goal of the Mixed Signal Electronic Technologies initiative is to support
research activities directed at the development of innovative research
for mixed signal electronic technologies. In the context of this initiative
mixed signal electronic technology relates to the integration of analog
and digital components on a single chip with the ultimate goal of a system-on-a-chip.
The research needs associated with advancing Mixed Signal Technology encompass
all ideas, approaches, and techniques that ultimately lead to a system
on a chip. Research topics may range from basic research to more applied

The NSF Computer Science, Engineering, and Mathematics Scholarships (CSEMS)
program supports scholarships for academically talented, financially needy
students, enabling them to enter the high technology workforce following
completion of an associate, baccalaureate, or graduate level degree in
computer science, computer technology, engineering, engineering technology,
or mathematics. Academic institutions apply for awards to support scholarship
activities, and are responsible for selecting scholarship recipients, reporting
demographic information about student scholars, and managing the CSEMS
project at the institution. An institution may submit no more than one

The Offices of Science and Environmental Management, Department of Energy,
announce their interest in receiving grant applications for performance
of innovative, fundamental research to support specifically innovative,
fundamental research to investigate DOE deactivation and decommissioning
issues. Proposed basic research should contribute to environmental management
activities that would decrease risk for the public and workers, provide
opportunities of major cost reductions, reduce time required to achieve
EM's mission goals, and, in general, should address problems that are considered

NASA intends to issue a NASA Research Announcement (NRA) to seek ideas
and approaches to formally characterize and control atmospheric flight
vehicles in the presence of nonlinear, time dependent dynamics that are
associated with near-stall and post-stall flight behavior. Proposals can
range from the development of formal theory in mathematics and control
to the design of experiments and measurement techniques utilizing existing
facilities to the design of new facilities to enable the objectives of
this announcement. Generic technology, technology applicable to the current
generation of atmospheric flight vehicles, and technologies that will support
advanced concept vehicles envisioned for the 2025 to 2040 time frame are

In order to promote the involvement of the research community in public
educational activities, NSF's Directorate for Mathematical and Physical
Sciences (MPS) announces the MPS Internships in Public Science Education
(IPSE) program. IPSE is intended to bring recent science research results
from MPS disciplines to the public by promoting partnerships between the
MPS research community and specialists in public science education. The
IPSE activity will provide support for undergraduate and graduate students
and K-12 teachers to work in conjunction with MPS research scientists,
and with professionals at science centers and museums, on projects in public

The Office of Biological and Environmental Research, U.S. Department of
Energy, announces its interest in receiving applications to support the
development of simulation models for decadal to multi-century climate prediction
in conjunction with the Climate Change Prediction Program (CCPP), a part
of the U.S. Global Change Research Program. This notice requests applications
for cooperative agreements for the development of prototype climate models
of the future including new formulations, numerical methods, algorithms
and computational techniques, that will underpin the construction of production-quality

The purpose of this Request For Applications is to stimulate and support
investigator-initiated research that will provide data to enhance our understanding
of the role of dietary modulators and nutritional factors in the molecular
control of reactive oxygen species in initiation and progression of environmentally
induced disease processes. Recent evidence has shown the importance of
nutrition in delaying the aging process and in protecting against many

7-15 AIDS Research Grants and Scholar Awards (amfAR)

The American Foundation for AIDS Research (amfAR) is soliciting grant proposals
for Research Grants to satisfy a variety of needs in investigations related
to HIV and AIDS. The Foundation continues to have a strong interest in
proposals focused in the areas of vaccine development and immune reconstitution.
AmfAR will also fund Scholar Awards designed to attract young investigators
new to HIV/AIDS who will conduct research under the guidance of an experiences
HIV/AIDS scientist. Awards are available for projects in any aspect of
basic research relevant to HIV/AIDS. Only one application will be accepted
from any department, so please coordinate applications with your department
head.

7-16 Biomedical Methods to Prevent Sexual Transmission of HIV
(amfAR)

The American Foundation for AIDS Research (amfAR) is seeking proposals
for research projects in areas that are relevant to the development of
biomedical methods to prevent HIV transmission. Areas of interest are:
1) Exploration of innovative approaches to specific anti-HIV microbicides,
or microbicides capable of blocking STDs associated with facilitation of
HIV infection; 2) Research in microbicidal biotherapeutics in prevention
of HIV transmission; 3) Role of mucosal humoral and/or cellular immunity
in blocking transmission of cell-free and cell-associated HIV, and differences
in mucosal immunity in intestinal vs. vaginal tissues; 4) Role of hormones
and cytokines in facilitating or impeding mucosal HIV transmission; and
4) Design of experimental in vivo or in vitro models to test the validity
of microbicides.

NASA announces graduate student fellowships for persons pursuing Master
of Science or Doctoral degress in Earth System Science. The purpose of
NASA's Earth System Science Fellowship Program is to ensure continued training
of interdisciplinary scientists to support the study of the Earth as a
system; particular emphasis is placed on the applicant's ability and interest
in pursuing academic training and research using Earth remote sensing.
