The Division of BioEngineering and Environmental Systems of the National
Science Foundation (NSF) announces a Biophotonics Partnership initiative
seeking high risk/high return, multidisciplinary studies of novel concepts
in biophotonics. NIH and DARPA will participate in the reviews and identify
proposals of mutual interest and may provide co-funding for programs of
high quality that meet their programatic and relevancy requirements. The
intent of this initiative is to exploit the power of photonics to advance
biomedical engineering. NSF 01-30

This special competition promotes comprehensive, integrated investigations
of environmental systems using advanced scientific and engineering methods.
The concept of biocomplexity stresses the richness of biological systems
and their capacity for adaptation and self-organizing behavior. By placing
biocomplexity studies in an environmental context, this competition emphasizes
research with the following characteristics: a) a high degree of interdisciplinarity;
b) a focus on complex environmental systems that include interactions of
non-human biota or humans; and c) a focus on systems with high potential
for exhibiting nonlinear behavior. In this third year of a multi-year effort,
proposals are sought in four topical areas: 1) Dynamics of Coupled Natural
and Human Systems (CNH); 2) Coupled Biogeochemical Cycles (CBC); 3) Genome-Enabled
Environmental Science and Engineering (GEN-EN); 4) Instrumentation Development
for Environmental Activities (IDEA). In all topical areas, quantitative
approaches, education, and global perspective should be addressed. NSF

The Engineering Directorate of the National Science Foundation (NSF) announces
an Initiative on Quantitative Systems Biotechnology. This initiative seeks
innovative high risk/high return research that will yield quantitative
models and improved experimental tools to enable the use of genomic data
for predicting phenotype or for solidifying the understanding of the design
principles of intact unicellular organisms. Channeling the developments
into a positive impact on bioprocess analysis, design, and control is sought
and participation from different communities adept at complex systems analysis
is desired. NSF 01-37

EDUCATION
-
The Department of Education has announced its 2001 competition for funding
for 21st Century Community Learning Centers. Funding is awarded to rural
and inner-city public schools, or consortia of such schools, to enable
them to plan, implement, or expand projects that benefit the educational,
health, social services, cultural and recreational needs of the community.
School-based community learning centers can provide expanded learning opportunities
for children, youth and their families as well as a safe, drug-free, supervised
and cost-effective after school, weekend, or summer haven. Projects must
conduct at least four activities from a list of 13 services that include
senior citizen programs and nutrition and health programs. Preference is
given to projects that address substantial problems in federally designated
empowerment zones and enterprise communities. CFDA 84.287 (FR 1/3/2001)

6-12 MACC University Research Grants (MACC)
-
The Mid-America Commercialization Corporation (MACC) has announced a pilot
program for funding research at K-State in areas related to our acquired
patented technologies. This funding could be used to seed initial research
efforts or as a matching grant to be incorporated in another research grant
proposal. Acquired technologies are in the fields of environmental quality,
information/communication, manufacturing, materials, and transportation.
Priority will be given to proposals that show a high likelihood of receiving
other funding and preference will be given to proposals with a likelihood

The Camille and Henry Dreyfus Foundation invites experts in environmental
science to submit proposals for the training of Ph.D. chemists and chemical
engineers in research activities related to chemistry and the environment.
Each awardee may then appoint a postdoctoral scientist to spend up to two
years in a program intended to stimulate the postdoctoral scientist to
carry out further research in support of environmental understanding and
values. Research activities need not be located in traditional departments
in the chemical sciences. Examples of these activities include but are
not limited to fundamental science or engineering in topics related to
the troposphere or stratosphere, aquatic or marine settings, soil or groundwater
