    4-1 Environmental Monitoring for Public Access and Community Tracking (EPA)

    The purpose of this announcement is to solicit applications from eligible candidates under the Environmental Monitoring for Public Access and Community Tracking Grants Program, sponsored by the U.S. Environmental Protection Agency. The ultimate goal of EMPACT is to assist communities to provide sustainable public access to environmental monitoring data and information that are clearly communicated in real-time (or timely), useful, and accurate in the largest U.S. metropolitan areas. While the principal investigating organization must be a local government (Wichita or Kansas City), or Native American tribe, universities can be part of the consortium.

    The Cooperative State Research, Education, and Extension Service (CSREES) announces the availability of grant funds and requests proposals for the Special Research Grants Program, Citrus Tristeza Research for fiscal year (FY) 2001.     4-3 NIS Community College Partnerships (STATE)

    The State Department is inviting applications for community colleges to help partner education institutions in the new Independent States provide targeted training in professional fields. Projects must focus on curriculum, faculty and staff development at the NIS partner institution in one or more eligible disciplines. Eligible fields are: business, accounting and trade; education, continuing education or educational administration; journalism and communications; and social, political or economic sciences.     4-4 Rehabilitation Technical Assistance Centers (ED)

    The Education Department is inviting applications for a rehabilitation technical assistance center to expand vocational opportunities for Latinos and Hispanics and another center for Asian Americans and Pacific Islanders. Centers must provide culturally appropriate technical assistance to organizations, state vocational rehabilitation agencies and other service agencies, individuals and families that focuses on improving vocational, education and independent living outcomes for these populations.     4-5 Advanced Lithography (DOD)

    The Defense Advanced Research Projects Agency (DARPA) is soliciting research proposals in the area of Advanced Lithography. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research which primarily results in evolutionary improvement to the existing state of practice. DARPA seeks innovative proposals in the following areas: Nanolithography for emerging devices and structures (35 nanometers and below); Lithography for integrated circuits with features 70 nm and below; Lithography Support Technologies to reduce critical technical barriers and associated risks; and Device and Lithography Tool Demonstrations in the fabrication of mixed technology microsystems or in the implementation of high performance circuit functions.     4-6 Opportunities for Enhancing Diversity in the Geosciences (NSF)

    The Opportunities for Enhancing Diversity in the Geosciences (OEDG) program addresses the problem of underrepresentation of certain groups across the geosciences. The primary goal of the OEDG program is to increase the participation in geoscience education and research by students from these groups. The initial year of the competition will focus on increasing participation and/or opportunities for African Americans, Hispanics, Native Americans (American Indians and Alaskan Natives), Native Pacific Islanders (Polynesians or Micronesians) and persons with disabilities. A secondary goal of the program is to strengthen the understanding of the geosciences and their contribution to modern society by a broad and diverse segment of the population. The OEDG program supports activities that strengthen geoscience teaching and learning in ways that improve access and retention of these underrepresented groups in the geosciences. Typical project strategies include enhanced research experiences for students, strengthening of infrastructure at institutions that serve underrepresented groups, and support of collaborations between minority institutions and established research groups at colleges and universities or centers.     4-7 Energy-Efficient Building Technologies (DOE)

    The Energy Department is seeking cooperative agreement proposals for proof-of-concept projects for innovative technologies with the potential for significant energy savings in residential and commercial buildings. The objective of the solicitation is to accelerate high-risk high-payoff technologies. Areas are building equipment, including energy conversion and control equipment; building envelope, including materials, components and systems; and whole building technolgies.     4-8 Advanced Coal Research at Colleges and Universities (DOE)

    The Energy Department is issuing a solicitation to support advanced coal research at U.S. colleges and universities to complement and enhance research being conducted in related fossil energy programs. Projects focus on development of clean, efficient, competitively priced coal-derived products and low-cost environmental compliance and energy systems. Applications must address one of six core areas, one of three innovative concept phase I areas, or innovative concept phase II work on areas previously included in the phase I program. The six core areas are: advanced sensors for advanced efficient energy production with zero emission; materials development for advanced systems through nanostructure science and technology; solid oxide fuel cells; modeling of refractory materials in coal gasification systems. The innovative concept areas are: mercury and other trace emissions in advanced power systems; thermodynamic measurements for mixtures of asymmetric hydrocarbons; and carbon sequestration.     4-10 Bone Formation and Calcification in Cardiovascular Disease (NIH)

    The objective of this initiative is to stimulate research that addresses the pathophysiologic and molecular mechanisms of vascular calcification, and the possible links between vascular calcification, bone formation, and cardiovascular disease. Suggested research areas for this initiative include: (a) the relationship between cardiovascular disease, osteoporosis, and related pathologies and the delineation of potential mechanisms of vascular calcification and bone mineralization; and (b) the determination of the effects of statins, bisphosphonates, and other commonly used therapeutic agents on the skeleton and the cardiovascular system. Collaborations among investigators from the cardiovascular and bone research communities are strongly encouraged as are multidisciplinary approaches including molecular, cellular and whole animal studies which can be applied to the human condition.     4-11 Toxicogenomics Research Consortium (NIH)

    The NIEHS has initiated a national program to develop and accelerate research using microarray technology to assess global gene expression profiles and characteristics associated with physiological mechanisms linking environmental agent exposures to environmental diseases and dysfunctions. The overall NIEHS program has as its goal a coordinated effort to define how the entire genetic complement of an organism responds to environmental agents, including chemicals, physical agents, and physiological stresses. The present Request for Application (RFA) initiative is to develop a natural Toxicogenomics Research Consortium (TRC) that will increase the capacity of the extramural research community to apply microarray gene expression profiling to the understanding of biological responses to environmental stress by: 1) accelerating research in the broad area of environmental stress responses using microarray gene expression profiling, 2) developing standards and practices that will allow analysis of gene expression data across platforms and provide intra- and inter- laboratory validations, and 3) contributing to the development of a relational database for gene expression data.     4-12 Severe Asthma Research Program (NIH)

    The National Heart, Lung, and Blood Institute (NHLBI) invites applications to participate in an interactive Severe Asthma Research Program. Severe asthma affects a small subset of asthma patients but uses a disproportionate amount of health care resources. It is also responsible for a significant amount of the morbidity and mortality associated with asthma. The purpose of this RFA is to establish a collaborative program to investigate the mechanistic basis for severe asthma and how it differs from mild-to-moderate asthma.     4-13 High Risk Arthritis and Musculoskeletal and Skin Diseases Research (NIH)

    The purpose of this initiative is to broaden the base of inquiry in fundamental biomedical, biobehavioral, and biomedical technology research by encouraging applications for research projects that involve an especially high degree of innovation and novelty and, therefore, require a preliminary test of feasibility. The research projects proposed under this Request for Applications (RFA) may involve substantial experimental risks such that their potential for highly significant outcomes may be difficult to judge by the standard criteria used in evaluating investigator initiated (R01) proposals.     4-14 Susceptibility to Target Organ Damage in High Blood Pressure (NIH)

    The purpose of this solicitation is to encourage basic research to identify genetic and other biological factors that increase the susceptibility to hypertension-related injury and damage to target organs. Two broad scientific areas will be considered responsive to this Request for Applications (RFA): 1) mapping and identification of genes responsible for the susceptibility to target organ damage associated with high blood pressure in humans or animal models; and 2) mechanistic studies on the biological consequences of variations of these genes and on the interaction of genetic and non-genetic factors that modulate the susceptibility to target organ damage.     4-15 Planning Grants for HIV/AIDS Prevention and Treatment Intervention in Middle-Aged and Older Populations (NIH)

    The National Institute on Aging (NIA) and National Institute of Mental Health (NIMH) invites qualified researchers to submit applications for planning grants (R21) to assist in the design, testing and preliminary evaluation of prevention and treatment interventions for HIV/AIDS in the middle-aged and older population. Effective strategies for AIDS prevention and treatment through behavior change interventions for the major populations at risk have been identified but not yet applied to the fifty-plus population.
