GENERAL

The Short-Term Travel Grants provide support to US scholars for visits
of up to two months to conduct postdoctoral research, present papers at
conferences, or consult with colleagues in countries of Central and Eastern
Europe, Eurasia, Iran and Turkey. Eligible countries include: Albania,
Armenia, Azerbaijan, Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, Czech
Republic, Estonia, Federal Republic of Yugoslavia, Georgia, Hungary, Iran,
Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Macedonia, Moldova, Poland,
Romania, Russian Federation, Slovakia, Slovenia, Tajikistan, Turkey, Turkmenistan,
Ukraine, and Uzbekistan. For the first time this year, grants are offered
for cross-regional humanities projects in Turkey and Iran; projects must
be comparative and address these countries in relation to Central and Eastern
Europe or Eurasia.

16-2 Bellagio Study and Conference Center (Rockefeller)

The Rockefeller Foundation's Bellagio Study and Conference Center, located
in northern Italy on Lake Como, offers an international environment for
weeklong conferences; monthlong study residencies for scholars, scientists
and artists; and team residencies for creative and problem-solving groups.

The Council for International Exchange of Scholars has established a new
program of small grant awards, Alumni Initiatives Awards, to provide Fulbright
Senior Scholar Alumni, both Americans and Visiting Scholars, the opportunity
to develop and sustain ongoing contacts and partnerships initiated as a
result of their Fulbright experiences abroad. For the first round of competition,
eligibility is restricted to current and former recipients of CIES-administered
Fulbright Scholar grants from 1990 to the present who have U.S. institutional
affiliations. This new program will provide support for returning U.S.
Fulbright scholars to develop innovative projects that will foster institutionally
supported linkages and sustainable relationships with their host institutions
abroad. Example activities include: joint curriculum development efforts;
distance learning innovations; faculty and student exchanges; collaborative
research; publication of a joint print or electronic journal; and faculty/administrator
training.

16-4 March of Dimes Research Program (March of Dimes)

The March of Dimes offers research grants directed at the prevention of
birth defects. Appropriate research subjects include basic biological processes
governing development, genetics, clinical studies, studies of reproductive
health, environmental toxicology, and social and behavioral studies relevant
to their mission.

AGRICULTURE

The Agriculture Department's Economic Research Services is inviting applications
for research projects that further food programs, such as the food stamp
programs and child nutrition programs. The ERS is especially interested
in proposals that make use of longitudinal data or creative and innovative
likages between data sets, such as links between administrative data sets
from various USDA programs or between administrative and survey data. Applicants
may address multiple issues, but must specify one of four priority research
areas. Priorities are: Researching Underserved Populations, for example,
the elderly, the working poor and female teens; Food Programs as a Safety
Net and Client Well-being; Child Nutrition; and Behavioral Nutrition, for
example, economics of food choices, social marketing and market segmentation
research, eating patterns, dietary quality and obesity, and obesity, food

EDUCATION
16-6 Adult Education and Family Literacy (KS)

The Kansas Board of Regents has announced the availability of funding for
Adult Education and Family Literacy. Multi-year grants will be awarded
to eligible entities whose adult education programs provide intensive,
quality instructional and support services to adults. These services include
activities that lead to: 1) demonstrated improvements in literacy skill
levels in reading, writing and speaking the English language, numeracy,
problem solving, English language acquisition, and other literacy skills;
2) placement in, retention in, or completion of postsecondary education,
training, unsubsidized employment or career advancement; and 3) receipt
of a secondary school diploma or its recognized equivalent. (KR 4/13/2000)

The Attorney General's Office has announced the availability of the Governor's
Discretionary Portion of the Federal Safe and Drug-Free Schools and Communities
(SDFSC) grant funds. The purpose of the SDFSC is to support organizations
which provide drug and violence prevention programs and activities and
law enforcement education partnerships. Priority will be given to programs
and activities that serve children and youth who are not normally served
by state or local educational agencies, or populations that need special
services or additional resources such as preschoolers, youth in juvenile
detention facilities, runaway or homeless children, pregnant and parenting
teenagers, and school dropouts.

The Education Department is inviting applications for long-term capacity-building
to improve comprehensive school reform models. ED will fund programs that
are designed to improve the quality of services provided by comprehensive
school reform models. Models must improve student achievement in high poverty
schools, be operating successfully in at least 15 schools and propose at
least one of five priority activities, such as strengthening curriculum
and developing better materials for schools with poor performance. ED is
especially interested in models for rural schools and models that include

ENGINEERING, MATHEMATICS & PHYSICAL SCIENCES

The U.S. Department of Energy, Idaho Operations Office, is seeking applications
for projects to verify the electrical power generating potential of enhanced
geothermal systems (EGS). Concept definition studies will comprise Phase
One of this solicitation. The period of performance for Phase One is anticipated
to be four months. Upon evaluation of the results from Phase One, the DOE
will select the most promising projects for field validation. Validation

The Science and Technology Centers (STC): Integrative Partnerships Program
supports innovation in the integrative conduct of research, education and
knowledge transfer. Science and Technology Centers build intellectual and
physical infrastructure within and between disciplines, weaving together
knowledge creation, knowledge integration, and knowledge transfer. STCs
conduct world-class research through partnerships of academic institutions,
national laboratories, industrial organizations, and/or other public/private
entities. New knowledge thus created is meaningfully linked to society.
A single institution may submit no more than five preproposals as lead
institution, and may be involved as a partner in additional preproposals

In response to many reports and recommendations on higher education, the
Division of Mathematical Sciences (DMS) designed these types of grants
for departments in the mathematical sciences to carry out innovative educational
programs in which research and education are integrated and in which undergraduates,
graduate students, postdoctoral fellows, and faculty are mutually supportive.
The goals of VIGRE are: 1) to prepare undergraduate students, graduate
students, and postdoctoral fellows for the broad range of opportunities
available to individuals with training in the mathematical sciences; and
2) to encourage departments in the mathematical sciences to initiate or
improve education activities that lend themselves to integration with research,
especially activities that promote the interaction of scholars across boundaries
of academic age and departmental standing. With these goals in mind, each
VIGRE proposal must present a coherent plan for the vertical integration
of three main components: 1) a graduate traineeship program, 2) an undergraduate
research experience program, and 3) a postdoctoral fellowship program.
Two optional components, the first in the area of curriculum/educational
materials development and the second focused on outreach activities, will
also be considered for funding, if properly aligned with one or more of
the main components. Only one proposal may be submitted from a department.

This announcement presents the opportunity to compete to join the recently
established Pharmacogenetics Research Network and Knowledge Base. The intention
of this RFA is to expand the scope of the network by adding more groups
interested in studying how genetic variation contributes to integrative
information about specific proteins and genes. The focus of research for
a group will not be specified, although variations in the effects of drugs
as mediated by target receptors (or pharmacodynamics) are of particular

16-13 Cancer Research Grants (Pardee)

The Elsa U. Pardee Foundation makes grants to support research and treatment
of cancer. The Foundation particularly welcomes innovative, small-scale,
short-term projects which may be difficult to fund elsewhere until some

The American Heart Association offers the Scientist Development Grant for
awardees who haven't held any national awards, the Established Investigator
Grant, the Grant-in-Aid, and the AHA-Bugher Stroke Award. Eligible awardees
now include not only U.S. citizens and permanent residents, but also foreign
nationals holding several categories of immigrant status.

SOCIAL SCIENCES

The Health and Human Services Department's Office of the Assistant Secretary
for Planning and Evaluation is inviting applications to enhance current
research and monitoring of key outcomes related to welfare reform. Applicants
must propose to build on existing survey data collection or administrative
data linking capacity around welfare related outcomes and must propose

The Health and Human Services Department's Administration on Children,
Youth and Families is inviting applications for a wide variety of projects
to improve child adoption opportunities and child welfare services. The
program announcement provides funds for a wide range of projects, from
demonstrations to foster elimination of barriers to adoption, particularly
of children with special needs, to personnel training in child welfare.
It also solicits applications for several big consortium, network and data

The Health and Human Services Department's Office of Adolescent Programs
is inviting applications for demonstration projects to establish comprehensive
and integrated approaches to the delivery of care services to pregnant
adolescents, adolescent parents, their children, extended family and male
partners. Projects provide 10 core care services, for example, pregnancy
testing, primary care and mental health services; prevention services;
and a combination of both. OAPP encourages projects that add services in
school, hospital or other community settings; provide services to minority
or other disadvantaged populations; continue services after birth; stress
self-sufficiency skills; involve males; and provide sexually transmitted
