The American Farm Bureau Foundation for Agriculture is accepting proposals
for research projects in the following areas: Advantages and disadvantages
of the development of a voluntary market to trade carbon credits; Impacts
of agricultural mergers and acquisitions on agricultural production, marketing
and transportation; and Feasibility and options for establishing nutrient
markets for organic nutrients.

The Cooperative State Research, Education and Extension Service (CSREES)
announces the availability of grant funds and requests proposals for the
Integrated Research, Education, and Extension Competitive Grants Program
- Water Quality for fiscal year 2000 to support integrated, multifunctional
agricultural research, extension, and education activities that address
water quality priorities in United States agriculture. The Water Quality
Program is targeted directly to the identification and resolution of agriculturally-related
degradation of water quality. Proposals are sought that will provide watershed-based
information that can be used to: Assess sources of water quality impairment
in targeted watersheds; develop and/or recommend options for continued
improvement of water quality in targeted watersheds; and evaluate the relative
costs and benefits associated with cleanup from all responsible sectors
(e.g., farming, processing, urban runoff, municipal waste treatment, etc.).

Integrated Research, Education, and Extension Competitive Grants Program
- National Food Safety Initiative for fiscal year 2000 to support integrated,
multifunctional agricultural research, extension, and education activities
that address food safety priorities in United States agriculture. Proposals
are being solicited in 12 component areas: 1) Quantitative Risk Assessments;
2) Control Measures for Food-Borne Microbial Pathogens; 3) Sources and
Incidence of Microbial Pathogens; 4) Antibiotic Resistant Microbial Pathogens;
5) Improving the Safety of Fresh Fruits and Vegetables; 6) Food Handler
Education for High-risk and Hard-to-reach Audiences; 8) Food Handler Education
for Commercial and Non-Commercial Audiences; 9) Hazard Analysis and Critical
Control Points Model Development, Testing and Implementation; and 10) Integrating
Food Safety into Related Agricultural Problems. In addition, proposals
are being solicited for 11) National Coordination of Integrated Food Safety
Programs and Resources and 12) a National Center for Home Food Processing

Integrated Research, Education, and Extension Competitive Grants Program
- Pest Management for fiscal year 2000 to support integrated, multifunctional
agricultural research, extension, and education activities that address
pest management priorities in United States agriculture, particularly those
priorities addressing anticipated regulatory losses of key pest management
tools resulting from the implementation of the Food Quality Protection
Act (FQPA) of 1996. The Integrated Research, Education, and Extension Competitive
Grants Program - Pest Management will have four program components: Crops
at Risk from FQPA Implementation (CAR); FQPA Risk Avoidance and Mitigation
for Major Food Crop Systems (RAMP); Methyl Bromide Transitions (MBT); and

EDUCATION

The Education Department is inviting applications to support development
of programs that demonstrate new methods and provide models and effective
practices to help schools and communities improve school safety and prevent
and combat drug use. ED will fund projects that: 1) Develop, enhance, implement
and evaluate campus-based strategies to prevent high-risk drinking by college
student athletes, first-year students or students attending two-year institutions;
2) Develop, enhance, implement and evaluate campus-based strategies to
prevent violent behavior by college students; 3) Provide effective alternative
strategies to reduce student suspensions and expulsions and ensure educational
progress of students who are suspended or expelled; and 4) Describe alcohol

15-6 Youth Activities (Heartland)

Heartland Works, Inc. is issuing a request for proposals to provide year-round
youth activities, including a summer component, for eligible youth under
Title I of the Workforce Investment Act. Heartland Works is seeking providers
throughout the 17 counties of SDA II, which includes Geary, Pottawatomie,

The Department of Education is inviting applications for the Partnership
Program for Teacher Quality Enhancement. The purpose of the Partnership
Program is to promote significant improvements in teacher education by
strengthening the vital role of K-12 educators in the design and implementation
of effective teacher education programs, and by increasing collaboration
among these practitioners and departments of arts and sciences and schools
of education. The Department of Education has scheduled four regional technical

15-8 School to Careers: Local Partnership Implementation Grants (KDOC&H)

Kansas Department of Commerce and Housing has issued a Request for Proposals
for its Kansas School to Careers: Local Partnership Implementation Grants.
The goal of the activity is to support local communities in the implementation
of comprehensive School to Careers (STC) systems which: Form local partnerships
that involve all STC partners; Create school-based learning, work-based
learning, and connecting activities; and Involve all students in K-12,
two-year and four-year colleges and universities, and out-of-school youth
and adults. Local partnerships that encompass at least one school district
are invited to submit proposals. Participating members must include representatives
from business and industry, labor, K-12 education, post secondary education,
community-based organizations, parents and students.

15-9 Research on Slurry/Micro-Surface Mix Design Procedure (KDOT)

The Kansas Department of Transportation is seeking proposals for a research
project on Slurry/Micro-Surface Mix Design Procedure. Recent studies have
documented problems associated with using existing test methods and design
procedures for micro-surfacing and suggest that comprehensive mix design
and analysis procedures need to be developed. The new procedures should
establish the level of components in the mixture and the tests run must
predict performance. Required tasks include: 1) A literature search; 2)
Feasibility study to define results needed and determine the best test
methods and procedures; 3) Research ways to design equipment and test methods
and develop new or revised mix design procedures; 4) Plan and complete

Oak Ridge National Laboratory (ORNL), in support of the U.S. Department
of Energy's Distributed Energy Resources Program, is interested in obtaining
proposals that will lead to substantial improvement in the applications
of distributed power generation in industrial processes. The vision of
this distributed energy resource program is to maximize the use of affordable
distributed energy resources in order to make the U.S. energy system cleaner,
more efficient, and more reliable. Proposals are sought where teams perform
assessments of existing or proposed distributed generation installations,
improve existing or proposed distributed generation installations, improve
existing project design tools, or develop innovative methods to integrate
the distributed generation resource with industrial processes. Any assessments
must directly increase the value of distributed generation technology,
or accelerate the process of integrating such resources into an industrial

Air Force Research Laboratory, Sensors Directorate, is issuing a single
step (full initial proposal), 2.5 year, open-ended Broad Agency Announcement
(BAA) to solicit research proposals for the Advanced Technologies for Information
Assurance and Survivability program (ATIAS). The anticipated ATIAS Focused
Research Topics include the following research areas: strategic intrusion
assessment; fault tolerant networks; information assurance science and
engineering tools; development of science-based metrics and methods for
information system design/assessment; distributed cyber simulation; information
system infrastructure which includes networking technologies/architectures
that support interaction between humans and information systems as well
as collaborative applications; human-information system interaction in
distributed computing environments; multimedia representations; technology
visualization; and biological/non-biological models of intrusion detection

The mission of the National Institute of Environmental Health Sciences
(NIEHS) is to reduce the burden of human illness and dysfunction from environmental
exposures by understanding each of these elements and how they interrelate.
The NIEHS achieves its mission through multi-disciplinary biomedical research
programs, prevention and intervention efforts, and communication strategies
that encompass training, education, technology transfer, and community
outreach. The NIEHS TIP Program is a research Scholar Development Award
(K22) program targeted to talented postdoctoral scientists. It provides
a unique mechanism for attracting and supporting exceptionally talented
new investigators who can impact or understanding of the problems and mechanisms
associated with exposure to environmental agents in order to better protect

The National Institute of Child Health and Human Development (NICHD), through
its Mental Retardation and Developmental Disabilities Branch, and the National
Institute of Mental Health (NIMH), in collaboration with the FRAXA Research
Foundation, invite investigators to submit new, innovative research grant
applications addressing the epidemiology, genetics, and neurobiology of
Fragile X syndrome. The purpose of this RFA is to stimulate research designed
to increase our knowledge base relevant to Fragile X syndrome in these
and other research areas by encouraging applications that include, but
are not limited to, developmental neurobiology, pathophysiology, genetics,
proteinomics, epidemiology, structure-function correlations, and clinical

15-14 Assisting OSHA in the Area of Health Standards Development (DOL)

The U.S. Department of Labor's Occupational Safety and Health Administration
has a requirement for developing proposed and final standards for the protection
of employee health. This involves regulation of employee exposure to toxic
chemicals or harmful physical and biological agents. Provision of the standard
may specify medical examinations, use of personal protective equipment,
employee training, exposure assessment and other measures to protect employees'
health. Scope of work involves preparing health hazard evacuations and
risk assessments for specific toxic chemicals or hazardous physical or
biological agents as well as analyzing other critical issues in support
of health standards development, performing literature searches, summarizing
key exposure and toxicity information for chemical screening, constructing
databases and providing information management and computer programming
support, assisting in promulgating regulations, providing expert testimony,
organizing peer reviews, stakeholder meetings and workshops and providing
logistical support for Standard Advisory Committees or skilled mediation
