GENERAL

The Defense Advanced Research Projects Agency (DARPA) Special Projects
Office (SPO) is soliciting proposals (technical and cost) for the Sensor
Integration and Modeling for Biological Agency Detection (SIMBAD) program.
Under the SIMBAD program DARPA seeks to develop well-characterized sensor
systems for BW and CW agent detection. (BW agent sensors are the primary
focus of SIMBAD with CW sensors a secondary focus.) These well-characterized
sensor systems may be developed by maturing current and emerging BW and
CW sensor technologies or developing new technologies as required. In this
context, a sensor system is a complete end-to-end capability of fully integrated
technologies capable of monitoring the environment and providing and automated
decision output regarding the presence or absence of a threat. As part
of producing fully integrated and well-characterized sensor systems, this
effort will develop tools and methodologies that result in a significant
increase in our understanding of these systems and technologies. DARPA
believes this expertise and understanding can be achieved through the formation
of multi-disciplinary teams, or consortia, consisting of such disciplines
as biology, chemistry, medicine, mathematics, physics, fluid dynamics,
computational science, and engineering, including systems engineering.

The Federal Railroad Administration's Office of Research and Development
conducts a variety of research programs for improving rail transportation
efficiency and safety. Frequently, these programs are derived from short
term reactive conditions requiring the research to be performed as expeditiously
as possible. This proposed acquisition is intended as a mechanism for providing
timely responses in such instances, as well as to provide a mechanism for
the support of programed research. As discrete research requirements are
defined, individual task orders will be established under this contract
to address specific research needs. General topic areas which may be included
in a task order are: Railroad Vehicles; Non-electric Motive Power and Components;
Hazardous Materials Transportation by Railroad; Railroad Operating Practices;
Human Factors; Railroad Track, Structures and Components; Track-Train Interaction;
Passenger and Freight Operations; Advanced Rail Systems Technology, including
Positive Train Control; Railroad Signal, Communication, Control; and Electric

AGRICULTURE

USAID is planning to make available on or about April 11, 2000 a Request
for Applications to enter into Leader with Associates (LWA) Type Cooperative
Agreements for a Partnerships for Food Industry Development program. The
purpose of this program is to contribute to economic growth of USAID client
countries by mobilizing private and public sector expertise to add value,
as well as meet safety and quality standards, in the production of food
products for domestic and international markets. Agreements should focus
on any one of the following categories: meat, seafood, poultry, fruits
and vegetables, natural products/spices, bulk tree crop commodities, field
crops, and broad multi-commodity approaches to effective food industry

Cornell University and the American Distance Education Consortium (ADEC)
are soliciting proposals under the Agricultural Telecommunications Program.
Grants will be awarded competitively under this program to encourage the
development and utilization of an agricultural communications network to
facilitate and to strengthen agricultural extension, resident education
and research, and domestic and international marketing of United States
agricultural commodities and products through a partnership between eligible
institutions and the Department of Agriculture. The network will employ
satellite and other telecommunications technology to disseminate and to
share academic instructions, cooperative extension programming, agricultural
research and marketing information. Two types of projects may be proposed
1) Type I projects that contribute to the research development and/or utilization
of an agricultural communications network or 2) Type II projects which
develop research based programming to be delivered by the agricultural
communications network.

The Department of Energy is inviting applications for participation in
the Atmospheric Chemistry Program Science Team. The research program supports
the Department's Global Change Research Program, and the Administration's
goals to understand atmospheric chemistry associated with air quality and
climate change. Of particular interest are experimental and theoretical
studies of atmospheric chemistry processes affected by energy-related air
pollutants, e.g., sulfur oxides, nitrogen oxides, organic aerosols, and

The Environmental Protection Agency is inviting applications for research,
public education, training and monitoring activities to reduce risks associated
with pesticide use in agricultural and non-agricultural settings. The purpose
of the program is to establish integrated pest management as a tool in
preventing pesticide pollution. Examples of projects include multimedia
communication activities; providing technical assistance to pesticide users;
and identifying regulatory and nonregulatory barriers to pollution prevention.

The Interior Department's U.S. Geological Survey is inviting applications
for research under its Earthquake Hazards program to provide products for
earthquake loss reduction and generate knowledge about earthquake occurrence
and effects. USGS gives high priority to investigations in four areas of
large populations that are exposed to significant risk: Southern California,
Northern California, the Pacific Northwest and the Central United States.
Key activities include development of products that enable the public and
private sectors to assess and mitigate earthquake hazards, such as maps,
models and other devices; and research to increase understanding of earthquake
occurrence in space and time, for example, studies on earthquake triggering

13-9 Fundamental & Exploratory Research in Photovoltaic
Technologies (DOE)

The National Renewable Energy Laboratory anticipates issuing Requests for
Proposals (RFP) to solicit research and development efforts from members
of the photovoltaics community and related industries. The anticipated
effort will be directed to include projects to support the portfolio of
activities in industry, universities, and national laboratories needed
to nurture innovation and increase the chances for breakthroughs leading
to photovoltaic technologies competitive with conventional renewable and
non-renewable energy technologies. The basic research in this project is
directed toward the goal of generating inexpensive electricity from sunlight.
It is expected to generate new knowledge with a purpose, not knowledge's
sake. The Photovoltaic Technologies Beyond the Horizon solicitation will
consider proposals in all areas of photovoltaic-related research, including,
but not limited to, materials, devices, measurement and characterization

The Cancer Institute (NCI) invites exploratory/developmental grant applications
(R21) to exploit molecular targets for drug discovery. New insights into
our understanding of cancer cell biology provide a new opportunity for
a fundamental re-ordering of approaches to cancer drug discovery. Rather
than depending on in vitro and in vivo screens for antiproliferative activity,
investigators can now focus on new molecular targets and pathways essential
for the development and maintenance of the cancer phenotype. As a result,
the NCI is reorganizing its drug development programs from early drug discovery
phases to the conduct of clinical trials in order to bring forward new
types of agents based on strong rationales. Investigators are being asked
to identify a novel molecular target, or to validate the target as a basis
for cancer drug discovery, or to develop an assay for the target. PAR-00-060

The purpose of this RFA is to solicit research on the etiology and treatment
of spinal muscular atrophy, amyotophic lateral sclerosis, and other motor
neuron disease. Considerable progress has been made in recent years toward
understanding the biological bases of these diseases. In particular, important
steps have been taken in identifying the genetic defects underlying certain
motor neuron diseases. However, much remains to be learned about the mechanisms
through which genetic mutations and other biological insults lead to pathology,
and how these mechanisms may be manipulated therapeutically. This RFA will
solicit novel approaches to understanding and treating motor neuron diseases,
with emphasis on cellular, molecular, and high throughput approaches. NS-01-004

SOCIAL SCIENCES

The Centers for Disease Control and Prevention is inviting applications
for centers to research, develop and disseminate effective youth violence
prevention interventions. Applicants must have specific experience in risk
and protective factors for youth violence or development; and capacity
to forge a multidiscipline and multi-organization community response plan.
Comprehensive centers must submit at least one research proposal under
one or both of the following themes: developmental/risk factor research
and efficacy/effectiveness research. Letters of intent must identify the

13-14 Federal Rape Prevention & Education Grant Program
(Kansas)

Grants funds are available from the Federal Rape Prevention and Education
Grant Program for fiscal year 2001. The purpose of this grant program is
to decrease the incidence of sexual violence against females. There are
two purposes of the funds: 1) coordination of community-based activities
that promote attitudes, behaviors and environments that are conducive to
the prevention of sexual violence against females, and 2) prevention programs
focusing on the potential offenders of sexual violence through the implementation
of interventions that change or reinforce attitudes, behaviors and environments.
