GENERAL

The Engineering Directorate of the National Science Foundation (NSF) announces
a Biophotonics Partnership initiative seeking high risk/high return, multidisciplinary
studies of novel concepts in biophotonics. Incremental advances of existing
technologies will not be considered. NIH and DARPA will participate in
the reviews and identify proposals of mutual interest and may provide co-funding
for programs of high quality that meet their programatic and relevancy
requirements. This initiative encourages research proposals across traditional
disciplines. Proposals that also include inter-disciplinary teaching/training
programs for students which incoporate microscopy, spectroscopy, optical
instrumentation, cell and molecular biology are desirable. An example of
innovative educational programs might include the teaching of tissue optics,
optical imaging, etc. that could be specifically tuned for classes/programs
which bring together engineering/physics and biology/medical students (e.g.
pair off eng/phy students with bio/med students for design projects, thesis

The purpose of this new program from the Centers for Disease Control is
to stimulate research evaluating the implementation and impact of federal,
state, and local statutes, regulations, contract specifications, licensing
requirements, and other legally enforceable public policies on the prevention
of death, disease, injury, and disability, on the promotion of health,
and on the conduct of public health services. Programmatic interest areas
include: 1) Immunization; 2) HIV and Sexually Transmitted Diseases; 3)
Injury Related to Motor Vehicles; 4) Occupational Safety and Health; 5)
Public Health Reporting Laws; 6) Emergency Public Health Practice; 7) Urban
Planning; 8) Infectious Disease Screening and Treatment for Immigrants;

This program promotes improvement in technological education at the undergraduate
and secondary school levels by supporting curriculum development; the preparation
and professional development of college faculty and secondary school teachers;
internships and field experiences for faculty, teachers, and students;
and other activities. With an emphasis on two-year colleges, the program
focuses on the education of technicians for the high-technology fields
that drive our nation's economy. The program also promotes articulation
between programs at two-year colleges and four-year programs for prospective
teachers and between two-year and four-year programs in science, mathematics,
engineering, and technology (with a focus on disciplines that have a strong
technological foundation). Two-year colleges are especially encouraged
to submit proposals. If the submitting institutions is not a two-year college,
then the proposal is expected to include one or more two-year colleges

ENGINEERING, MATHEMATICS & PHYSICAL SCIENCES

This program is aimed at increasing fundamental understanding of natural
processes and processes resulting from human activities in the environment
at the molecular level. This program will support cohesive, interdisciplinary
group efforts by universities in partnership with industry in basic research
on fundamental issues that underpin the amelioration of environmental problems
caused by societal activities that are energy and pollution-intensive.
Projects are expected to advance the discipline of chemistry and related
molecular sciences, increase understanding of environmental systems, serve
as models of excellence in collaborative interdisciplinary research, and
contribute ultimately to beneficial technologies and processes. Specifically,
this competition will support Environmental Molecular Science Institutes
(EMSI) and Collaborative Research Activities in Environmental Molecular
Science (CRAEMS). A CRAEMS award funds groups of 3-5 investigators with
complementary research interests and creates broad educational experiences
for students. EMSIs are appropriate for a larger number of investigators,
require an effective management structure, and include a variety of educational
and outreach activities. No institution may submit more than one Institute
proposal and one Collaborative Research Activity proposal to this competition.

Proposals are currently being accepted from institutions with Accreditation
Board for Engineering and Technology (ABET) accredited engineering or engineering
technology programs to become one of 20-30 competitively selected institutions
able to participate in the U.S. Department of Energy's (DOE) Industrial
Assessment Center Program. The IAC program is interested in creative approaches
to further enhance the program's main goals of providing practical technical
training in efficiency and competitiveness of U.S. manufacturers.Guided
by faculty, teams of students conduct industrial assessments.

The Engineering Directorate of the National Science Foundation (NSF) announces
an initiative seeking high risk/high return, exploratory research feasibility
studies on new technologies applied to the environment. This solicitation
focuses on new technologies that can be applied to environmental sensing
remediation, and environmentally benign manufactuing. Proposals submitted
must focus on one or more of the following three areas of environmental
technology: Environmental Sensing; Remediation; and Environmentally Benign
Manufacturing/Processing and Materials. All proposals should address the
ways in which education and training are integrated within the research
program. Efforts to incorporate interdisciplinary educational activities

11-10 Future Leader Awards (ILSI)

The North American Branch of the International Life Sciences Institute
(ILSI N.A.) 2001/2002 Future Leader Awards will be given to promising nutrition
and food scientists, to allow these investigators the opportunity to conduct
exploratory research that might not receive funding from other sources.
Consideration will be given to individuals proposing research in the areas
of experimental nutrition, nutrition and toxicology, and nutrition and
food science.

The Special Competition is being sponsored by the Ecological Studies Cluster
which includes the Long-Term Ecological Research (LTER), Ecology and Ecosystem
Studies programs. In addition, this special competition will consider proposals
for field-based research that fall within the purview of the Population
Biology and the Ecological and Evolutionary Physiology programs that can
take advantage of the large-scale field experiments at multiple LTER sites.
Within this context, projects are expected to examine questions or hypotheses
that can best be addressed through comparative or synthesis studies using

The National Research Council will support scholars to travel to Central
Europe and the Former Soviet Union for periods of two to six weeks to conduct
research related to Governance in Post-Communist Societies. The three sub-themes
are: Science and Democratization (Central Europe Only); Organized Crime,
Terrorism, and Proliferation of Weapons of Mass Destruction; and Technology
and Industrial Economics.

Projects for Services to Underserved and Diverse Populations; Minority
Training Grant Stipends in Domestic Violence for Historically Black, Hispanic-serving

The National Institute on Drug Abuse (NIDA) invites applications in the
area of cognitive science and cognitive neuroscience that have the potential
for addressing issues related to drug abuse and addiction. The objective
of this RFA is to stimulate research that has the potential to advance
our understanding of the causes, consequences, neuronal basis and treatment
of drug abuse and addictive processes. Cognitive research is encouraged
that is model-driven; and either 1) explores and delineates basic cognitive
processes related to drug abuse and addiction and vulnerability to drug
addiction, or 2) directly studies drug abuse and the effects of drugs on

The Substance Abuse and Mental Health Services Administration is inviting
applications for cooperative agreements for comprehensive community actions
to promote youth violence prevention, suicide prevention and resilience
enhancement. There are two phases in the two-year program, which constitutes
a revision of SAMHSA's previous school action grants. Phase I focuses on
community collaboration and phase II is a pilot implementation phase. In
phase I, grantees develop intensive community-wide collaborations to address
youth violence prevention and suicide; in phase II, grantees pilot chosen

STUDENT

The NASA Goddard Space Flight Center's Earth and Space Data Computing Division
(ESDCD) and the Universities Space Research Association are soliciting
applications from qualified graduate students to participate in an intensive
lecture series in computational earth and space sciences during the three-week
period July 10-28, 2000. ESDCD provides comprehensive research and development
support in data handling and computing for NASA Earth and Space Science
research programs. Students will be given hands-on computer training and
small group interaction experience.
