DOD is soliciting Indefinite-Delivery, Indefinite-Quantity Watershed &
Ecosystem Planning Studies contracts for studies dealing with flood damage
reduction, restoration of abandoned mine and mill sites, navigation, and
associated water and environmental resource problems related to Civil Works
projects located primarily within the Sacramento District (parts of CA,
AZ, NV, UT, WY, CO, ID and OR). Three contracts may be awarded from this
solicitation. Services provided under these contracts may include: Watershed
and ecosystem planning efforts including: identifying watershed problems
and opportunities; inventorying, forecasting, and analyzing resource conditions;
formulating alternative plans; preparing planning reports and environmental
documents; developing public involvement programs; using Geographic Information
Systems (GIS) and/or Computer Aided Design (CAD) procedures to store, access,

The Housing and Urban Development Department last week issued its third
annual omnibus grant announcement. Programs provide funding opportunities
for grantees for activities ranging from health research under the residential
lead-based paint program, to social services and mental health services
under homeless and supportive housing programs, to skills training under

EDUCATION

The Administration for Children and Families, Head Start Bureau, announces
the availability of funds for two Priority Areas: University-Head Start
Partnerships and Graduate Student Head Start Research Grants. These priority
areas will support research activities in the areas of infant and toddler
development within the cultural context; school readiness; mental health
and field-initiated research which will increase our knowledge of low-income
children's development for the purpose of improving services or having

The Labor Department is inviting applications to establish or strengthen
regional consortia to address local employer identified skills shortages.
In addition to partnership-building activities, grants will support assessment

The Department of Energy is conducting a competitive program solicitation
for grants for cost-shared research and development that seeks to develop
technologies for cofiring biomass feedstocks with fossil fuels. Topics
are: Biomass Cofiring as an Emission Reduction Technique; Gasification-Based
Cofiring Strategies; Closed-Loop Biomass Cofiring; Low Rank Coal Cofiring--Subbituminous

9-6 Parabolic Trough Technology Development (DOE)

The National Renewable Energy Laboratory (NREL) is requesting proposals
for the performance of research and development in the area of parabolic
trough technology development for concentrating solar power markets. The
primary objectives of the project are to advance the state-of-the-art of
parabolic trough technology, integration, analysis, and services to improve
the U.S. competitiveness of the technology and to increase the U.S. scope
and/or quantity of near-term and long-term domestic and international trough
projects. The scope for proposed work efforts may consider any of a wide
range of topics relating to trough technology including, but not limited
to, component design and/or development, systems analysis, development
of advanced manufacturing processes, system integration, development of
unique engineering capabilities, and development of unique data and analysis
capabilities. Proposals for larger projects with potential for significant
advances in the development of trough technology are desirable and will
be given priority over smaller, less comprehensive project proposals. SOL

NASA's Office of Space Science (OSS) releases this NASA Research Announcement
(NRA) to solicit proposals for basic supporting research in the area of
Next Generation Space Telescope (NGST) mission-specific science instrument
technologies and performance modeling. The primary goal of the NGST Science
Instrument Technology Development (SITD) program is to advance and mature
technologies that enable or enhance potential NGST science instruments.
The intent of the SITD program is not to provide hardware for specific
instruments or technology development for aspects of NGST other than science
instruments, but rather to enhance available technologies and enable modeling
studies for design of NGST science instruments that are expected to be

The Energy Department's Office of Biological and Environmental Research
is inviting applications for research that contributes to integrated assessment
of global climate change, including specialized topics to improve specific
features. Areas include technology innovation and diffusion; development
of metrics and measures of economic costs of climate change policies; development
of consistent international data; supply curves for non-carbon dioxide
greenhouse gases; representation of anthropogenic release or sequestration
of carbon dioxide through land use changes and carbon sequestration technologies;

This initiative is aimed at providing computer equipment to the university
community for upgrading obsolete equipment, enhancing computer capabilities,
and drawing new institutions into the Unidata community. The Unidata Program
Center (UPC) located in Boulder, Colorado offers software and services
that enable universities to acquire and use atmospheric and related data
on their own computers, often in real time. The UPC's software and services
are available to any US college or university at no cost. Member institutions
provide their own computers, network connections, human resources, and
other requirements for participation, including access fees for certain

The purpose of this program announcement is to encourage research to explore
the similarities between membranes of spermatozoa and pathogens, and the
properties that contribute to differential fusibility of membranes at the
molecular level. The results may have implications for design of spermicidal
microbicides for contraception and prevention of HIV and other viral or
bacterial infections. Research supported under this announcement would
identify the components that cause spermatozoa, HIV, and other pathogens
to be targets of antimicrobial agents that spare epithelial cells. Such
information would be useful in the design of spermicides with microbicidal
activity. Additionally, research to assess, at a molecular level, the process
involved in cell fusion and the properties of membranes that aid in viral

The National Research Service Award Predoctoral Fellowship for Minority
Students will provide up to five years of support for research training
leading to the Ph.D. or equivalent research degree; the combined M.D./Ph.D.
degree; or other combined professional degree and research doctoral degree
in the biomedical, behavioral sciences, or health services research. These
fellowships are designed to enhance the racial and ethnic diversity of
the biomedical, behavioral, and health services research labor force in
the United States. Accordingly, academic institutions are encouraged to
identify and recruit students from underrepresented racial and ethnic groups

The Breast Cancer Research Program of the Department of Defense has developed
the Concept Awards program as a new and innovative means of expediting
research. The intent of Concept Awards is to fund an initial concept or
theory that could give rise to a testable hypothesis. The proposal should
represent a new paradigm in the study of breast cancer, challenge existing
paradigms, or look at an existing problem from a new perspective.

SOCIAL SCIENCES

The Office of Juvenile Justice and Delinquency Prevention is soliciting
applications for a variety of interrelated activities designed to: 1) improve
knowledge about the nature and prevalence of mental health and co-occurring
substance abuse disorders among youth in the juvenile justice system and
2) support the development of a comprehensive model for the provision of

The Centers for Disease control and Prevention announces the availability
of fiscal year 2000 funds for grant applications to accomplish research
in the National Occupational Research Agenda Priority area of intervention
effectiveness. The purpose of this initiative is to stimulate research
on the effectiveness of intervention techniques that have been implemented
or proposed for reducing or preventing workplace injuries and illnesses.
While many workplace interventions have been implemented, there has been
little research on the effectiveness of these activities. Because the issue
of intervention effectiveness is of importance to many membership groups
(unions, professional associations, etc.), industries, and state health
departments, collaborative research projects between these organizations

The Health and Human Services Department is seeking abstracts for policy
research and studies related to welfare reform. The department is interested
in analysis of the effect of welfare reform on families and children, the
effects of state policies and practices and other issues related to low-income
families with children. Topics include the composition of cash assistance
caseload; patterns of use of government programs; effects on subpopulations;
nonworking welfare leavers; sanctions; labor market experiences; employment
stability; and the potential importance of marriage and family structure

The Environmental Protection Agency (EPA) Office of Research and Development,
National Center for Environmental Research (NCER), in cooperation with
the EPA Office of Children's Health Protection (OCHP) announces a new extramural
grants competition supporting research leading to improved valuation of
children's health effects. The competition encourages proposals from researchers
from all behavioral, social, and economic sciences. It encourages collaborations
with non-social science disciplines when needed to answer important social
science questions. It will support both research conducted within single
disciplinary tradition, and encourages as well , novel, collaborative,
and interdisciplinary scientific efforts. To promote economic valuation
research that would provide new knowledge on how to enhance valuation of
the children's health effects, EPA requests applications for research funding
in two areas: 1) Parental and societal willingness to pay (WTP) for reductions
in risks to children's health, and 2) improved transfer of benefits from
existing adult-oriented analyses to children. All proposals should clearly
identify the environmental stressors and resulting health effects that
will be investigated, as well as the attributes of children (as children
and as future adults) that are altered by those effects. Examples of such
attributes include intelligence, fertility, mobility, and life expectancy.
