The United States Marine Corp's Warfighting Laboratory (MCWL) is issuing
a Broad Agency Announcement (BAA) for Research and Development and invites
submission of white papers from Institutions of Higher Education for research
aimed at exploring concepts, capabilities and solutions for addressing
the non-traditional operational challenges emerging in the 21st Century.
Areas of particular interest are: asymmetrical threats and responses, civil
affairs, psychological operations, counter terrorism, homeland defense,
humanitarian assistance, media relations, non-lethal weapons policy, peacekeeping

The Centers for Disease Control and Prevention (CDC) announces that grant
applications are being accepted for Injury Prevention and Control Research
Grants for FY 2000. The purposes of this program are to: 1) Promote research
to identify and understand the developmental pathways of victimization
and perpetration of intimate partner violence and sexual violence; 2) Encourage
developmental research that leads to science-based indicators for culturally
appropriate intervention and prevention strategies to prevent and control
the extent of injuries that result from intimate partner violence and sexual
violence; 3) Expand risk-factor and protective-factor research related
to the perpetration and vicitimization of intimate partner violence and
sexual violence. 4. Build the scientific base for the prevention of injuries,
disabilities, and deaths due to violence. 5. Encourage professionals from
a wide spectrum of disciplines such as public health, health care, medicine,
criminal justice, and behavioral and social science, to work together and
undertake research to prevent and control injuries that result from violence.

The United States Agency for International Development offers the Institutional
Partnership Program to support American academic institutions engaging
with higher education associations and institutions in developing and newly
independent countries to: encourage broad-based economic growth and agricultural
development; strengthen democracy and good government; build human capacity
through education and training; stabilize world population and protect
human health; protect the world's environment for long-term sustainability;
and reduce suffering associated with natural or man-made disasters and
re-establish conditions necessary for political and/or economic development.

The 2001-2002 Fulbright Distinguished Chairs Program offers opportunities
for U.S. faculty to teach in Europe. Lecturing is in English and subject
areas vary. Opportunities are available in Austria, Canada, Denmark, Finland,
Germany, Hungary, Ireland, Italy, the Netherlands, Poland, Russia and Sweden.
These are among the most prestigious appointments in the Fulbright Program.

AGRICULTURE

The Food and Drug Administration (FDA), Center for Veterinary Medicine
(CVM) is announcing the availability of research funds for FY 2000 to study
the microbiological hazards associated with the food animal production
environment. The role of the FDA's CVM in this research relates to microbial
hazards associated with pre-harvest phases of food animal production, including
aquaculture. The FSI specifically identifies a need for research addressing
the effect(s) of therapeutic and non-therapeutic antimicrobial use in food
producing animals on commensal and foodborne bacterial pathogens. This
research will include: 1) investigations of factors associated with the
emergence, transmission, and carriage of human foodborne pathogens in or
on food-producing animals and edible products derived from them; and 2)
investigations of the microbiological consequences of antimicrobial use
in the animal production environment, including selection and elaboration
of antimicrobial resistant foodborne pathogens and possible interactions
which would create conditions for increased pathogen carriage rates. FD-00-001

ARTS & HUMANITIES

National Endowment for the Humanities Fellowships provide funding for 6
to 12 months for uninterrupted work on projects that contribute to scholarly
knowledge, to the advancement of teaching, or to the general public's understanding
of the humanities.

The program for Cultural Cooperation Between Spain's Ministry of Culture
and U.S. Universities has as its goal the dissemination of Spanish culture
in the United States. To do that it offers matching fund grants under the
following categories: programs for visiting professors, individual research,
publications, Spanish Cinema, symposia and seminars, subsidies for professional
associations, and dissemination of Spanish culture through the arts. The
program is designed to promote closer ties between scholarly Hispanicism
in the U.S. in the areas of humanities, social sciences, and the cultural
and academic developments of Spain.

The National Endowment for the Arts is funding as a three-year pilot program
ArtsREACH. ArtsReach provides support to communities that have been underrepresented
among direct grants recipients. The program is a community cultural assessment
and planning initiative designed to stimulate and strengthen the role of
the arts in the economic and cultural development of communities through
coalition building. Coalitions must involve artists and cultural organizations
as well as other community interests including governmental, educational,
civic, philanthropic and/or religious organizations, and the private sector.

EDUCATION

This program supports fellowships and associated training that will enable
graduate students and advanced undergraduates in the sciences, mathematics,
engineering, and technology to serve in K-12 schools as resources knowledgeable
about both the content and applications of science, mathematics, engineering,
and technology. Academic institutions apply for awards to support fellowship
activities. Institutions are responsible for: 1) selecting Fellows; 2)
partnering with school districts for placement of Fellows in schools; and
3) providing appropriate training for Fellows. The Fellows will serve as
resources for teachers in science and mathematics instruction. Expected
outcomes include improved communication and teaching skills for the Fellows,
enriched learning by K-12 teachers, and strengthened partnerships between
institutions of higher education and local school districts. Since an institution
may submit no more than two proposals in which it is the only participating
institution, and no more than one proposal in which it is the lead institution
in a multi-institution collaboration, please contact John Murray, Interim
Associate Vice Provost for Research, 532-6195, by March 15 if you are interested
in submitting a proposal. He will coordinate proposal submission.

ENGINEERING, MATHEMATICS & PHYSICAL SCIENCES

The mission of the Space Science Enterprise of the National Aeronautics
and Space Administration (NASA) is to solve the mysteries of the universe,
to explore the solar system, to discover planets around other stars, and
to search for life beyond Earth. To carry out this mission, NASA's Office
of Space Science (OSS) sponsors a broad range of research programs relevant
to its four Science Themes, which are defined as: Astronomical Search for
Origins & Planetary Systems; Solar System Exploration; Structure &
Evolution of the Universe; and The Sun-Earth Connection. Deadlines vary.

The Defense Advanced Research Projects Agency (DARPA) is soliciting proposals
to establish University Optoelectronics Centers for research focused on
the application of optoelectronic and photonic technologies in future generations
of sensing, information access, and information processing systems. Proposals
from teams of academic researchers to establish optoelectronics centers
are solicited. The intent is threefold: first, to create centers capable
of revolutionizing optoelectronics and photonics technology; second, to
forge interdisciplinary links aimed at advancing the applications of optoelectronics
and photonics technology beyond traditional domains; and third, to make
the centers national resources for expertise and highly trained individuals.

The objective of this program is to stimulate innovative education activities
at the undergraduate level in the Computer and Information Science and
Engineering (CISE) disciplines by encouraging the transfer of research
results into the undergraduate curriculum. The program supports the design,
development, testing and dissemination of innovative approaches for increasing
the effectiveness of the undergraduate learning experience by integrating
research results into undergraduate courses and curricula. The research
may be ongoing or completed and may be drawn from any research project
in the computer and information sciences and engineering fields. Only one

The Research Corporation funds Research Innovation Awards for research
that transcends the ordinary and promises significant discoveries. Proposals
will be accepted from faculty in Ph.D.-granting departments of astronomy,
chemistry and physics. Eligible faculty will be in calendar year one or

application deadline.

to exploit the power of mutagenesis screening in zebrafish in order to
detect and characterize genes, pathways, and phenotypes of interest in
development, behavior, organ formation, disease processes and aging. Applications

SOCIAL SCIENCES

The Agency for Healthcare Research and Quality (AHRQ), formerly known as
the Agency for Health Care Policy and Research (AHCPR), invites grant applications
to conduct research on the outcomes, effectiveness and cost effectiveness
of programs for early identification and treatment of domestic violence
against women. The goals of this RFA are to develop new knowledge in the
prevention of domestic violence, improve the identification of female patients
at risk, and to evaluate outcomes and effectiveness of health care interventions
designed to treat domestic violence victims. The AHRQ encourages partnerships
between health plans, service providers, researchers, and community-specific
programs. The evaluation is encouraged to follow patients over time and
to measure whether the intervention improves the health and safety of victims,
predicts or improves health care utilization patterns, prevents or reduces
the occurrence of domestic violence, or helps us develop better techniques

The Kansas Office of the Attorney General has announced three grant opportunities
from, respectively, the State Child Exchange and Visitation Centers Fund;
State Crime Victims' Assistance Fund, and State Crime Victims' Assistance
Fund Child Abuse and Neglect Grant Program. The purpose of the first program
is to increase, enhance, expand, or initiate projects that provide services
and assistance to children and families in need of supervised exchange
or visitation. The purpose of the second program is to provide services
and assistance to victims of crime in order to speed their recovery from
the financial loss, physical suffering and emotional trauma of victimization;
and to assure proper and sensitive treatment of crime victims in the criminal
justice process. The third program provides funds for ongoing operating
expenses of programs providing: 1) temporary emergency shelter for victims
of child abuse and neglect; 2) counseling and assistance to those victims;
or 3) educational services directed at reducing the incidence of child
abuse and neglect and diminishing its impact on the victim.
