The National Science Foundation Rural Systemic Initiatives Program (RSI)
supports activities that promote systemic reform of science and mathematics
education in schools and districts in rural, economically disadvantaged
areas. Proposals may only be submitted by institutions of higher education,
or non-profit or governmental organizations on behalf of consortia of school
districts and communities representing the educational interests of their
students in eligible regions. Successful proposals should develop a sound
plan for science, math and technology learning; a system that gives students
equitable access to high quality science and math instruction; collaboration
that extends across school systems. An organization may submit only one
pre-proposal per competition. Please notify John Murray, Interim Associate
Vice Provost for Research, 532-6195, by February 29 if you are interested

The purpose of this program is to provide grants to help build a nationwide
capability in elementary and secondary schools to identify and meet the
special educational needs of gifted and talented students; to encourage
the development of rich and challenging curricula for all students; and
to supplement and make more effective the expenditures of State and local
funds for the education of gifted and talented students. Projects must
establish and operate model programs to serve gifted and talented students
in schools in which at least 50 percent of the students enrolled are from
low-income families. The projects must incorporate high-level content and
performance standards in one or more of the core subject areas as well

NASA's Office of Space Science (OSS) issues this NASA Research Announcement
(NRA) for Gossamer Spacecraft Exploratory Research and Technology. The
Gossamer Spacecraft Initiative will focus on developing revolutionary spacecraft
architectures for very large, ultra-lightweight apertures and structures.
This NRA solicits proposals for exploratory research to begin long-range
development of gossamer spacecraft technology. Gossamer spacecraft technology
will enable bold new missions of discovery for NASA such as: 1) Very large
telescopes for imaging extra-solar planets, studying the formation of large-scale
structure in the early universe, and continuously monitoring the Earth
from distant vantage points. 2) Large deployable and inflatable antennas
for space-based radio astronomy, high-bandwidth communications from deep
space, and Earth remote sensing with radar and radiometers. 3) Solar sails
for low-cost propulsion, station-keeping in unstable orbits, and precursor
interstellar exploration missions. 4) Large solar power collection and
transmission systems for human and robotic exploration missions, and for

The U.S. Department of Energy announces its interest in receiving applications
for federal assistance for cost shared research and development of technologies
which will enhance economic competitiveness, reduce energy consumption
and reduce environmental impacts of the U.S. glass industry. The key objective
of this solicitation and the resulting projects are improvement of the
manufacture of glass in the U.S. focusing on production efficiency, energy
efficiency, environmental protection and recycling, and innovative types

The Engineering Directorate of the National Science Foundation (NSF) announces
a research initiative on Engineering the Transport Industries. Transport
is one of the most vital services in modern society, and is essential to
most of the other functions of society. Nations depend upon transport systems
that are reliable, efficient, safe and environmentally sustainable. In
the broadest sense, the creation of wealth depends upon the transport of
people, goods, energy and information, and it is these modes of transport
that are addressed in this initiative. The initiative includes systems
as diverse as highways, railways, air transport, shipping, gas-, fuel-,
and water-distribution pipelines, electrical power distribution grids,
and communication networks. The primary objective is to foster the development

DARPA is soliciting proposals from individual offerors for research, development,
and demonstration of the most promising technologies that achieve accurate
and reliable identification of humans at a distance. The Human ID program
will consist of four critical components: 1) technology development, 2)
data collection, 3) evaluation, and 4) scientific experimentation. The
program will be organized into three categories, each with different goals,
objectives, and levels of effort. These categories are systems level efforts,

The National Aeronautics and Space Administration is releasing a NASA Announcement
of Opportunity entitled Space Interferometry Mission (SIM) Key Projects
and Science Team. SIM is a new space mission for performing precise astrometric

support of the Defense Advanced Research Projects Agency (DARPA) Microsystems

opto-electronics and/or photonics, MEMS, and other components. The current
focus of MTO is on advancing aspects of the core technologies as well as

The Cancer Research Institute offers postdoctoral fellowships to qualified
scientists who wish to receive training in cancer immunology or general
immunology. Applicants for the CRI Fellowship Program must have a doctoral
degree and must conduct their proposed research under a sponsor who holds
a formal appointment at the host institution. There are no citizenship
restrictions, and the work may be carried out in the United States or abroad.

The National Institute of Arthritis and Musculoskeletal and Skin Diseases
(NIAMS) invites applications for research core centers in musculoskeletal
disorders. The Core Centers for Musculoskeletal Disorders (CCMDs) will

often from different disciplines, to adopt a multidisciplinary approach
to common research problems in musculoskeletal disorders and to ensure

The American Foundation for AIDS Research (amfAR) is inviting pre-applications
for projects in biomedical science research relevant to AIDS. This RFP
is intended to support projects predominantly in basic research and is
not intended to fund studies that principally involve clinical trials.
Special consideration will be given to projects in HIV vaccine research
and to projects in areas that are relevant to the development of new therapies
for the restoration of immune function in HIV-infected individuals.

The National Eye Institute (NEI) and the Foundation Fighting Blindness
(FFB) announce a cooperative program of research support on retinal degenerative
diseases. The PA is intended to stimulate basic cellular, molecular, genetic,

The March of Dimes invites applications for research grants directed at
the prevention of birth defects. Research subjects supported include basic
biological processes governing development, genetics, clinical studies,

The National Institute of Mental Health (NIMH) is requesting research applications
that address family-processing interventions to enhance the ability of
families to prevent the spread of HIV/AIDS and/or its consequences. In
this Request for Applications, the term "family" refers to the breadth
of family configurations, including biological kin networks and non-related
persons who consider themselves to be family through a "network of mutual
commitment." Thus, family level of analysis may include the family of origin,
family of choice, or a combination of these. Prevention efforts aimed at
high-risk individuals and their families, as well as enhanced treatment
efforts for families already coping with HIV infection, are still critically
needed for the myriad of families being infected and affected by HIV/AIDS.

The RFA is intended to support research to better understand the role of
religiousness and spiritually in the prevention and treatment of the recovery
from alcoholism and alcohol-related diseases. Further work is need to better
understand the role of religiousness and spirituality as protective and/or
risk factors in the development of alcohol disorders. Studies are needed
on the role and efficacy of spirituality in intervention programs, and
on the effects of race, gender and ethnicity on the relationship between

The International Trade Club of Kansas City is pleased to announce the
2000 Mark E. Grady and Frederick W. Hess Memorial Scholarship Award Competition,
open to all qualified students. There will be two scholarships offered
to a qualified junior, senior or graduate student of colleges or universities
located within a 150 mile radius of the greater Kansas City Metropolitan
area. Priority will be given to students involved in the general field
of international studies.
