EPA's Global Chance Research Program is assessing the potential consequences
of climate change and climate variability for human health, ecosystems,
and social well-being in the the United States. A complete assessment must
place the effects of climate change and variability into a larger context
that considers others important stressors. One such stressor is human activity.
The purpose of this request for applications (RFA) is to foster the development
of models that will enable assessors to consider the effects of human activities
in tandem with the effects of climate change and climate variability. The
EPA recognizes that the development of such models will require researchers
representing a variety of disciplines from the natural and social sciences
to work together. As such, the development of interdisciplinary communities
of investigators an important collateral benefit of this multi-year RFA
process.

The White House, through the National Science and Technology Council (NSTC)
and the Office of Science and Technology Policy (OSTP), has established
the Presidential Awards for Excellence in Science, Mathematics and Engineering
Mentoring (PAESMEM) program. The program, administred on behalf of the
White House by the National Science Foundation, seeks to identify outstanding
mentoring efforts/programs designed to enhance the participation of groups
underrepresented in science, mathematics and engineering. The awardees
will serve as examples to their colleagues and will be leaders in the national
effort to more fully develop the Nations's human resources in science,
mathematics and engineering. Nominations to honor individuals and institutions

The National Space Biomedical Research Institute invites research project
applications for the support of ground-based and limited space-flight research
in four new research areas: neurobehavioral and psychosocial factors; nutrition,
physical fitness and rehabilitation; smart medical systems; and integrated
human functions. The purpose of this announcement is to solicit research
proposals from investigators wishing to serve as members of research teams
pursuing coordinated programs of activity in each of these four areas.

The U.S. Institute of Peace is seeking proposals for projects addressing
international conflict resolution including K-12 projects, under the spring
round of its twice-yearly unsolicted grants program. Grants fund a variety
of projects that fall under the USIP's broad mandate. Examples of K-12
projects include programs addressing a specific international conflict,
and development of peace and conflict studies curricula that could be used

The National Research Council will sponsor two Young Investigator Programs
(YIP) in 2000. Each program will include five to seven American specialists
and an equal number of foreign specialists; all participants must have
earned the Ph.D. not earlier than January 1, 1992. The long term goal of
these YIPs is to contribute to the professional development of American
experts in areas critical to the welfare and future development of Central
Europe and Eurasia as well as other areas of the globe. The two program
areas are: Post-War Trauma and Reconciliation in Bosnia-Hercegovina; and
Impacts of Nuclear Testing in Russia and Kazakhstan.

Several Directorates of the National Science Foundation, with the National
Aeronautic and Space Administration, announce an opportunity to enhance
knowledge about Life in Extreme Enbironments (LExEN) through a highly interdisciplinary,
integrated research program. There are three areas of emphasis for the
fiscal year 2000 competition. First, the interdisciplinary research program
will explore relationships between microbial organisms and extreme environments
within which they exist. Second is the development of methods and capabilities
to facilitate LExEN research. Third, with NASA, is a focus on long term
studies at representative examples of significant extreme environments.

The National Security Education Board is inviting applications under the
seventh competition for institutional awards, which provide opportunities
for U.S. higher education institutions to develop or strengthen their capabilities
in critical foreign languages, cultures, area and international fields.
The emphases of the program are: Improving Language Acquisition and Cultural
Knowledge; Improving Study and Work Opportunities Abroad; Stimulating Faculty
Involvement; Improving Information Dissemination and Linkages Across Institutions;
and Broadening the Base of Interdisciplinary and Institutional Relationships.

6-8 Kansas Crop Improvement Association Grants (KCIA)
-
The Kansas Crop Improvement Association has established a Research Support
Fund for the purpose of encouraging and supporting research in certain
areas. Priorities are: 1) Improved variety development; 2) Seed technology-testing,
processing, etc. 3) Certified seed marketing research; and 4) Proposals
likely to result in early benefit to growers.

Engineering, Mathematics & Physical Sciences

Small high-technology firms and research institutions are encouraged to
jointly submit proposals to the Department of Defense for cooperative research
and development (R&D) projects with military and commercial applications.
Five DoD components will paricipate in the STTR solicitation--the Department
of the Army, Navy and Air Force, the Defense Advanced Research Projects
Agency (DARPA), and the Ballistic Missile Defense Oganization (BMDO). Small
firms and their research institution partners apply first for a one-year
phase I award of $70,000 to $100,000 to test the scientific, technical,

The recent earthquakes in Turkey and Taiwan offer unique research opportunities
to advance the state of knowledge and the state of practice in earthquake
engineering. Recognizing this unique opportunity, Division of Civil and
Mechanical Systems (CMS) of the Directorate for Engineering (ENG) of the
National Science Foundation announces an opportunity for exploratory research
related to these two recent major urban earthquakes in Turkey and Taiwan.
The goals of this research opportunity are the capture of time-sensitive
data and field information, records of constructed facility performance
and institutional response, and collaborative exploratory research. This
research opportunity will also result in the establishment of enhanced

The Division of Engineering Education and Centers, in collaboration with
the other division in the Directorate for Engineering, announces a small-group
(3-5 researchers each) initiative on research in engineering modeling and
simulation at the nanoscale, with a focus on transdisciplinary research
among various disciplines (physics, chemistry, biology, material science,
engineering, thermodynamics, mechanics, electronics, and others) and areas
of nanoscale relevance (nanostructured materials, nanodevices, large surface
area structures, optoelectronics, synthesis, processing and manufacturing,
instrumentation, environment, and others). Since an institition may submit
only one proposal where only researchers from that institution are involved
and one other proposal as the lead institution in a multi-institution group

6-13 General Immunology & Cancer Immunology Grants (CRI)

The Cancer Research Institute (CRI) funds research aimed at furthering
the development of immunological approaches to the diagnosis, treatment,
and prevention of cancer. To this end, CRI offers its investigator award
to qualified scientists at the assistant professor level who are working
in the field of cancer immunology and general immunology.

The Center for Population Research (CPR) of the National Institute of Child
Health and Human Development (NICHD) and the NIH Office of Research on
Women's Health (ORWH) invite new and experienced basic scientists, epidemiologists,
and clinical investigators to submit research grant applications to further
our understanding of the etiology, prevalence, criteria for accurate diagnosis,
underlying pathophysiology and pain mechanisms, and treatment strategies
for vulvodynia. Research grant applications are encouraged that address
preclinical or clinical, biomedical and/or behavioral research that concentrates
on studies of relevance to vulvodynia. This solicitation is intended to
stimulate and strengthen a multidisciplinary approach to this complex,

The National Institute on Aging (NIA) is seeking small grant (R03) applications
in specific areas to: 1) stimulate and faciliate the entry of promising
new investigators into aging research, and 2) encourage established investigators

to lead to a subsequent individual research project grant that is focused

The National Cancer Institute invites applications
that address developmental research in chemoprevention agent development,
biomarkers, early detection, and nutrition science. It is anticipated that

6-17 James B. Pearson Fellowships for Graduate Studies Abroad
(KS)

The Kansas Board of Regents has announced the availability of the James
B. Pearson Fellowships for Graduate Studies Abroad. Applicants must have
been a resident of the state for a minimum of five years and be pursuing
or plan to pursue, a program of study, preferably related to foreign affairs.
Appropriate fields of study include but are not limited to anthropology,
economics, geography, history, international relations, law, philosophy,
political science, psychlogy, sociology.

6-18 Gates Millennium Scholars (Gates)

The Gates Millennium Scholars program, administered by the United Negro
College Fund, is aimed at increasing the number of low-income African Americans,
Asian Pacific Americans, American Indians/Alaska Natives, and Hispanic
Americans enrolling in and completing undergraduate and graduate degree
programs. Students must be nominated for these awards. The student must
have a cumulative GPA of 3.3 on a 4.0 scale and be accepted into or enrolled
full-time in an accredited college or university for the academic year
2000-2001 at the time of the award; or accepted into or enrolled in a graduate
degree program in mathematics, science, engineering, education or library
science for the academic year 2000-2001.
