The Science Education Partnership Award (SEPA) Program encourages biomedical
and/or behavioral scientists to work as partners with science museum educators,
media experts, and others interested organizations on projects to improve
the student (K-12) and the public understanding of the health sciences.
This program announcement is intended to support either the development
(Phase I) or the dissemination (Phase II) of highly meritorious and innovative
models. The National Center for Research Resources (NCRR) encourages the
submission of grant applications from eligible organizations to 1) develop
and evaluate model biomedical and/or behavioral science education partnership
programs that focus on health-related research; 2) develop effective strategies
for the dissemination of successful existing innovative biomedical and/or
behavioral science education partnership models; 3) inform the public about
health research so that they can make healthier lifestyle choices from
advances that emerge from health-related research supported by the National
Institutes of Health (NIH); 4) pique the interest of youngsters in science

The Institute of Museum and Library Services is inviting proposals for
its National Leadership Grants for Libraries program to enhance the quality
of library and information science nationwide by supporting model projects
that can be widely replicated. Funding categories are: 1) Education and
Training in library and information science; 2) Research and Demonstration
for research in library science and demonstrations to test potential solutions
to problems in real-world situations; 3) Preservation and Digitalization
of Library Materials; and 4) Model Programs of Library and Museum Cooperation
to support innovative projects that model how museums and libraries can
work together to expand their service to the public. All categories except
the Model Programs have a February 1 deadline.

Building on work supported under the multi-agency Digital Libraries Initiative
(NSDL), this program aims to found a national digital library that will
constitute an online network of learning environments and resources for
science, mathematics, engineering, and technology (SMET) education at all
levels. The program will accept proposals in four tracks: 1) Core Integration
System projects are expected to focus on the coordination and management
of the library's core collections and services and to develop the library's
central portal. 2) Collections projects are expected to aggregate and manage
a subset of the library's content within a coherent theme or speciality.
3) Services projects are expected to develop services which support users,
collection providers, and the Core Integration System and which enhance
the impact, efficiency, and value of the library. 4) Targeted Research
projects are expected to explore specific topics that have immediate applicability

Education

The 21st Century Community Learning Centers Program was established by
Congress to award grants to rural and inner-city public schools, or consortia
of such schools, to enable them to plan, implement, or expand projects
that benefit the educational, health, social services, cultural and recreational
needs of the community. School-based community learning centers can provide
a safe, drug-free, supervised and cost-effective after-school, weekend

The National Endowment for the Humanities Division of Public Programs is
inviting proposals for planning or scripting and implementation or production
grants for many kinds of projects that engage public audiences in themes,
topics and insights of the humanities and foster public understanding and

and archives; media (television and radio); museums and historical organizations;
and special community-based and interactive projects

The Education Department is seeking applications for the Training for All
Teachers program which supports efforts to incorporate curricula on effective
teaching and assessment methodologies, strategies and resources for limited-English-proficient
students. Of special interest are projects that incorporate family involvement
training into formal induction programs for beginning secondary teachers
or ongoing professional development programs for practicing secondary teachers.

The United States Marine Corp's Warfighting Laboratory (MCWL) is issuing
a Broad Agency Announcement (BAA) for research and development concepts
addressing areas related to manned and unmanned aviation, fires and targeting,
and logistics support. This area includes prototype systems and operational
concepts. MCWL's charter is to measure the operational relevancy of warfighting
capabilities enabled by emerging technology. R&D proposals addressing
these areas from a variety of perspectives are of interest, for example;
exploration of new concepts, techniques in modeling and simulation for
scenario evaluation, hardware development, feasibility analysis, system
integration, performance-based return on investment analysis, as well as

The National Science Foundation will consider support of U.S. participation
with the European Union Framework Programme in the following areas: cross-cutting
generic materials technologies; advanced functional materials; sustainable
chemistry; expanding the limits and durability of structural materials;

NSF will support the U.S. side of the following interactions: Innovative
collaborative research with scientists from the countries of the European

The goal of the SHEBA Phase 3 project is to utilize data sets collected
during the field program (Phase 2) to: 1) determine the ice-ocean-atmosphere
processes that control the ice albedo feedback (IAF) and cloud-radiation
feedback (CRF) mechanisms over an annual cycle, leading to improvement
of models of arctic ocean- atmosphere-ice processes; and 2) develop models
that improve simulations to the present day arctic climate, utilizing coupled
General Circulation Models (GCM)s. To accomplish these goals, SHEBA Phase
3 projects will combine modeling, synthesis and integration of the SHEBA
ocean/atmosphere/ice data set to investigate the IAF and CRF mechanisms,

The Energy Department's Office of Basic Energy Sciences is inviting pre-applications
for fundamental research on plants and nonmedical-related microorganisms
that can provide support for future energy-related biotechnologies. Interest

degradation; mechanisms of fermentations, genetics of neglected microorganisms,

The Environmental Protection Agency is inviting applications to develop
and evaluate biomarkers for use in assessing risk posed by exposures to
pesticides among children. The goal of the initiative is to advance development
of tools to help detect, prevent and treat environmentally induced diseases
in children. Biologic markers can serve as quantitative measures of chemical
exposures and biologically effective doses as well s warning signals of
biologic effect.

The Center for Disease Control and Prevention (CDC) announces the availability
of fiscal year (FY) 2000 funds for grant applications for research on childhood
agricultural safety and health. Projects are sought which will conduct
research to: 1) develop new or enhance existing control technologies to
reduce injury to youth exposed to agricultural production hazards or 2)
evaluate the effectiveness of commonly used educational materials or training
designed to increase childhood agricultural safety and health behaviors.

This RFA is to encourage the development of new research tools and methods
to study development and biology of the prostate and genitourinary tract.
Strategies to be supported include systematic assessment of gene expression
in specific cell types in the developing prostate and genitourinary tract;
methods to tag individual cell types for purification, analysis, and characterization;
tools to manipulate gene expression in vivo in individual cell types; and

The National Institute of Neurological Disease and Stroke (NINDS), the
National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK),
and the Juvenile Diabetes Foundation International (JDF) invite investigator-initiated
research grant applications to study the understanding the mechanisms by
which diabetes results in painful, disabling peripheral neuropathy, automatic
neuropathy, impaired counterregulation and hypoglycemia unawareness, and
other neurological complications. The intent of this RFA is to attract
basic neuroscientists to the study of diabetic neuropathy and neurobiology
relevant to diabetes, and enhance interdisciplinary approaches to research

Several Institutes at the National Institutes of Health are continuing
joint sponsorship of a predoctoral research training program in the neurosciences.
The aim of the program is to encourage and support broad, early-stage training
in the neurosciences by offering institutions a single comprehensive training
grant. It is expected that the new training programs will enhance basic
and disease-related neuroscience research that is relevant to the participating

The Department of Energy's Office of Biological and Environmental Research
is inviting applications to explore the ethical, legal and social implications
of the Human Genome Program. This year's program focuses on four major
areas: genetics in the workplace, with special emphasis on screening and
monitoring programs that involve collection and evaluation of genetic information;
storage of information and samples, for example, research on access to
and protection of genetic information in databases or tissue/sample archives;
research on disseminating education to specific populations such as institutional
review board members; and research that addresses implications of advances
in the scientific understanding of complex or multigenic characteristics
and conditions, gene-environment interactions resulting in disease and

3-17 Summer Fellows Program (NEH)

The National Endowment for the Humanities offers a Summer Fellows Program
to introduce promising college students in the humanities to the programs,
policies, and operations of the NEH. College students who will be entering
their junior or senior year in the fall 2000 are eligible to apply. Fellows
participate in the work of the Endowment for 9 1/2 weeks during the summer
of 2000.
