The Office of Biological and Environmental Research, U.S. Department of
Energy announces its interest in receiving applications for research grants
in the Natural and Accelerated Bioremediation Research (NABIR) Program.
Applications should describe research projects in one of the following
categories: 1) projects that address the scientific aims of individual
NABIR elements including Biogeochemistry, Biotransformation, Community
Dynamics, Biomolecular Science and Engineering, and Assessment; 2) projects
to be performed at a Field Research Center addressing field scale biostimulation
of microbiological processes that immobilize metals and/or radionuclides.
Interdisciplinary teams should include, at a minimum, experts in the fields

The Fogarty International Center, National Institutes of Health, invites
applications to support international training and research in population-related
sciences. The intent of this program is to enable NIH grant recipients
to extend their geographic base of research and training efforts to developing
countries and emerging democracies, in support of population issues of
mutual priority. Collaborative studies can include: reproductive processes
(including biology, immunology, genetics), reproductive epidemiology; and
demographic processes, including aging, longevity, biodemography, mortality,
morbidity, fertility, migration, linkages between health and economic development,
and other social, behavioral and economic factors that influence population

The Initiative for Minority Student Development encourages the development
and/or expansion of innovative programs to improve the academic and research
competitiveness of underrepresented minority students and to facilitate
their progress toward careers in biomedical research. The application may
be directed toward the development of underrepresented minority scientists
who are in any phase of their career development, from the undergraduate
level through the Ph.D. Programs developed under this initiative must be
specifically designed to target underrepresented minority students majoring
in the biomedical and behavioral sciences or in medical, dental, or veterinary

Agriculture

The Department of Agriculture is inviting applications to improve postsecondary
education in specific areas to strengthen the nation's food and agricultural
scientific and professional workforce. Projects should have the potential
for high impact, innovation, multidisciplinary effort, and generation of
products and results. Projects must address one or more of the following:
curricula design and materials development; faculty preparation and teacher
enhancement; instruction delivery systems; and student experiential learning.

1-5 Grape Research (VC)

The Viticulture Consortium, with New York, Pennsylvania and Michigan grape
research organizations, is requesting preproposals for grape research in
the eastern U.S. Priorities are: Optimizing the efficiency of grape production
systems; Increasing yield and grape quality; Improving the quality of grapes
and grape products through selection and breeding; Identifying grape varieties
and clones with unique qualities for specific regions that will result
in products of higher value; Developing effective pest management systems;
Determining the impact of viticulture practices on components of grapes
and grape products.

Education

The Department of Education has announced its FY 2000 Fund for the Improvement
of Postsecondary (FIPSE) Comprehensive Grant Program. This competition
is designed to support innovative reform projects that hold promise as
models for the resolution of important issues and problems in postsecondary
education. Grants may support projects of varying scope and complexity
for one, two, or three years. There is no minimum or maximum grant award.
FIPSE invites creative ideas to ensure that as many students as possible
enter and successfully complete postsecondary programs of high quality.

This program provides grants to upgrade the qualifications and skills of
noncertified educational personnel, especially educational paraprofessionals,
to meet high professional standards, including certification and licensure

The purpose of the Women's Educational Equity Act (WEEA) Program is to
promote gender equity in education; to promote equity in education for
women and girls who suffer from multiple forms of discrimination based
on sex and race, ethnic origin, limited English proficiency, disability
or age; and to provide financial assistance to enable educational agencies
to meet the requirements of title IX of the Educational Amendments of 1972.
The Department will award two types of grants: (1) grants for the implementation
of gender equity programs in schools; and (2) research and development

The Office of Fusion Energy Sciences of the U.S. Department of Energy announces
its interest in receiving grant applications of new research in fusion

The Greenhouse Gas Pollution Prevention Project (GEP) Project was launched
in 1995 with the purpose of reducing the volume of emissions of greenhouse
gases by increasing energy productivity and encouraging switching to biomass
fuels in selected utilities. To date, the project has concentrated on two
major components: increasing efficiency in coal fired power plants and
year-round cogeneration of power using biomass as fuel in the sugar industry.
In 1998, climate change awareness and outreach activity was launched. A
Project Agreement Amendment of the Greenhouse Gas Pollution Prevention
Project was signed between Government of India and USAID/India in September
1999 to launch the Climate Change Supplement. GEP-CCS will add two new
elements: fostering climate change initiatives for sustainable development,
and linking urban development and climate change activities. The purpose
of this technical assistance contract is to build local capacity, develop
a project pipeline for climate change mitigation projects that have Indian
hosts and U.S. investors, and increase available information and create
awareness among various stake holders of issues and challenges related

The Office of Dietary Supplements, along with several Institutes at the
National Institutes of Health, is inviting proposals to establish Specialized
Research Centers to investigate the biological effects of botanicals including,
but not limited to, botanicals available as dietary supplements. The creation
of such Centers is needed to advance the quality and quantity of scientific
information on botanicals and to promote further research in this area.
The major goal of this Request for Applications is to foster interdisciplinary
research in order to promote the scientific study of botanical dietary

The Centers of Biomedical Research Excellence (COBRE) is an initiative
of the National Institutes of Health that is part of the Institutional
Development Award (IDeA) Program. The purpose of this Request for Applications
is to augment and strengthen the institutional biomedical research capabilities
in states with historically low aggregate success rates for grant awards
from the National Institutes of Health. Up to two proposals per state can
be submitted. The proposed Center should be multidisciplinary, led by a
peer-reviewed, NIH-funded investigator with expertise central to the grant
proposal. The application should have a thematic science focus in one research
area--such as neuroscience, cancer, structural biology, immunology, or
bioengineering--that may use basic, clinical or both research approaches

and minority graduate students who participate in community development
work study programs and are enrolled full-time in a graduate community
building academic degree program. An eligible community building academic
degree program includes but is not limited to graduate degree programs
in community and economic development, community planning, community management,
public administration, public policy, urban economics, urban management,

Through the W.E.B. DuBois Fellowship Program, the National Institute of
Justice seeks to advance the field of knowledge with respect to the confluence
of crime, justice, and culture in various societal contexts. NIJ supports
the investigation, analysis, and development of innovative approaches that
enhance justice and advance public policy decision making on issues relating
to crime, violence, and the a demonstration of justice. DuBois Fellows
will be asked to focus on these questions in a manner that is policy relevant
and reflective of their saliency as an integral part of the American past,

1-16 Scholarships for Research in the Biology of Aging (AFAR)

The American Federation for Aging Research offers scholarships to Ph.D.
students at any level to undertake a three-month research project on any
subject related to the basic sciences and aging. Examples of promising
areas of research include: Oxygen free radicals/role in aging and disease;
Optimal nutrition; Longevity determinant genes; Vitamin supplementation;
Protein degradation; Vascular changes with aging/interventions; Neurodegenerative
changes/interventions. The research project must be conducted under the
supervision of a faculty mentor.

These fellowships support the doctoral candidate in completing the thesis
in a timely manner. Highest priority is given to research that can increase
understanding and amelioration of urgent problems of violence, aggression,
and dominance in the modern world. Particular questions that interest the
foundation concern violence, aggression, and dominance in relation to social
change, the socialization of children, intergroup conflict, drug trafficking
use, family relationships, and investigations of the control of aggression
and violence.
