36-1 Department of Defense Small Business Innovation Research (SBIR) Program (DOD)
Small high-technology firms are encouraged to submit proposals to DOD for R&D projects with both military and commercial applications in response to SBIR solicitation 97.1. Six DOD components will participate in the 97.1 solicitation - the Departments of the Air Force and Navy, and the Defense Advanced Research Projects Agency (DARPA), Ballistic Missile Defense Organization (BMDO), Defense Special Weapons Agency (DSWA) and US Special Operations Command (SOCOM). The solicitation will list all the research topics under which DOD is seeking proposals and will also contain detailed information on the parameters of the SBIR program and how to submit a proposal. Small firms apply first for a six-month phase I award of up to $100,000 to test the scientific, technical and commercial merit of a particular concept. Proposals are limited to 25 pages in length. If phase I proves successful, the firm may be invited to apply for a two-year phase II award of up to $750,000 to further develop the concept, usually the prototypes stage.
36-2 Foster Visiting Scholars (ACDA)
Up to six awards will be made under the US Arms Control and Disarmament Agency's William Foster Visiting Scholars Program for the 1996-97 academic year. Eligible applicants include faculty from colleges and universities in such fields as the physical sciences, international relations, economics, engineering, chemistry, biology, mathematics and computer science. This program gives faculty an opportunity for active participation in arms control, nonproliferation and disarmament activities while giving ACDA the perspective and expertise that such visiting scholars can offer.
36-3 Science Research in Interest Areas (AFOSR)
The Air Force Office of Scientific Research is inviting proposals for basic research in relevant scientific disciplines as part of broad agency announcement soliciting proposals. Topics are aerospace and materials sciences, including structural mechanics and organic matrix composites; physics and electronics, including electronic devices and photonic physics; chemical and life sciences, including cognition and bioenvironmental sciences; math and geosciences, including probability and statistics and terrestrial sciences; and researcher assistance programs. 36-4 Keck Foundation (Keck Foundation)
The sponsor makes grants to institutions to strengthen studies and programs in the areas of earth sciences, involving development of natural resources; engineering; medical education and research; and, to some extent, other sciences and liberal arts.
36-5 General, Professional and Conservation Support for Museums (IMS)
The National Foundation on the Arts and Humanities' Institute of Museum Services is inviting grant and cooperative agreement applications for fiscal 1996 and 1997 to provide support for museums. Deadlines are Dec. 6 for conservation assessment; Feb. 14 for general support; Feb. 28 for conservation projects; and April 11 for professional services. The conservation assessment program is conducted in conjunction with the National Institute for Conservation and is a non-competitive, one-time funding opportunity offered on a first-come, first-served basis. Eligibility includes Museums, including aquariums, arboretums, art museums and planetariums. (FR 09/26/96)
36-6 Economics of Drug Treatment Services (NIH)
This program announcement encourages research on the economics of drug abuse treatment services. This field of economic research is concerned with the behavior of consumers, providers, governments, and third party payers, and how they respond to economic incentives related to drug abuse treatment services. Applications are sought that would employ the methods of economic analysis to the most pressing problems facing the financing and delivery of drug abuse treatment services in the United States. Particular concern is directed to understanding the structure of public and private drug abuse treatment markets at a time when new insurance benefits and alternative organizations for service delivery are being created. Applied research on alternative payment systems, public and private financing systems, and the design of insurance for drug abuse treatment is of special interest. PA-96-075 (NIHG 9/27/96)

36-7 Outstanding Junior Investigator Program (DoE)
The Energy Department is inviting applications for fiscal 1996 projects to develop individual research programs of outstanding scientists early in their careers. Domestic higher education institutions must submit applications on behalf of their non-tenured academic faculty investigators currently involved in experimental and theoretical high-energy physics or accelerator research.
36-8 Collaborative Research Opportunities in Computer and Information Science (NSF)
The National Science Foundation (NSF) of the United States and the Consejo Nacional de Ciencia y Tecnologia of Mexico announce the continuation of a five year pilot activity to support new efforts in international cooperative research and research infrastructure in computer science, information systems, and computer engineering. The purpose of the initiative is to advance scientific and engineering knowledge through joint research efforts of investigators from the United States of America and Mexico having complementary talents and interests, and capitalizing on the international character of modern scientific research and its support by computer network infrastructures. 36-9 Environmental Geochemistry and Biogeochemistry (NSF)
The goal of the Environmental Geochemistry and Biogeochemistry activity is to enhance fundamental, interdisciplinary research on chemical processes that determine the behavior and distribution of inorganic and organic materials in environments near the Earth's surface. Of particular importance are projects that characterize chemical parameters in both perturbed and unperturbed natural systems, clarify the chemical processes or behavior observed or combine observations and interpretations into predictive models. This research activity encourages integration of critical inquiry from disciplines of chemistry, hydrology, biology, and mathematics. (NSF 96-152)
36-10 Cooperative Studies of Earth's Deep Interior (NSF)
The National Science Foundation is inviting proposals for collaborative interdisciplinary studies of the Earth's interior as part of the community-based initiative, Cooperative Studies of the Earth's Deep Interior. Funds support basic research on the character and dynamics of the Earth's mantle and core, their influence on the evolution of the Earth as a whole and on processes operating within the deep interior that affect or are expressed on the Earth's surface. Emphasis is on cooperative, multidisciplinary efforts.
36-11 Scientific Computing Research Environments for the Mathematical Sciences (NSF)
The Division of Mathematical Sciences of the National Science Foundation plans a limited number of grants for the purchase and support of computing equipment for research in the mathematical sciences. Awards are made to provide support for specific research projects rather than to provide general computing capacity. Proposers are encouraged to include projects involving symbolic and algebraic computations and graphical representations (visualization) in aid of the research as well as those emphasizing traditional numerical computations and simulations. 36-12 Host Colleagues from the Former Soviet Union (NRC)
The Office for Central Europe and Eurasia of the National Research Council offers grants to individual American specialists who wish to collaborate with their colleagues from the Newly Independent States (NIS) of the former Soviet Union. Participating countries include Armenia, Belarus, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan. Long-term research grants support American specialists who wish to host their NIS colleagues for periods of six to twelve months for research on managing radioactive waste.

36-13 Molecular Parasitology Program (Burroughs Wellcome Fund)
The Burroughs Wellcome Fund offers two types of awards: Scholar Award and New Investigator Award. The aim of this award program is to encourage novel approaches to the study of parasitic and tropical diseases. These include malaria, trypanosomiasis, filariasis, schistosomiasis, leishmaniasis, toxoplasmosis, hookworm, and amebiasis. The Scholar Award is primarily intended for investigators at the associate professor or more senior investigators redirecting their efforts to research in parasitology. The New Investigator Award is for assistant professors. Since an institution may nominate only one candidate for each award, contact R.W. 36-14 Molecular Pathogenic Mycology Award Program (Burroughs Wellcome Fund)
The Molecular Pathogenic Mycology Awards provide support to researchers at varying stages in their careers. The Scholar Award is primarily intended for investigators who are at the associate professor level. The New Investigator Award is for junior researchers who have made a commitment to the study of pathogenic fungi. The awards are intended to foster the use of a variety of modern scientific techniques--taken from molecular biology, fundamental biochemistry, immunology, pharmacology, and genetics--to advance knowledge of pathogenic fungi. 36-15 Anabolic Hormones in Bone: Basic Research and Therapeutic Potential (NIH)
The objective of this initiative is to elicit grant submissions which focus on systemic hormones, local growth factors, and bone-active cytokines which may have specific or generalized anabolic effects on bone. While the primary focus is on basic research, the long-term emphasis is on identifying mechanisms or processes related to hormone action with potential applicability as targets for therapeutic agents for the treatment of diseases which adversely affect bone, including osteoporosis and primary hyperparathyroidism. 36-16 Ontogeny and Differentiation of the Liver and Biliary Tree (NIH)
This initiative encourages research applications in the identification and characterization of the cellular lineages of the liver and biliary tree. This program announcement specifically requests applications that will advance the current knowledge of hepatocyte cloning, long term cell culture, cellular differentiation and characterization as well as provide novel hupotheses for the elucidation of hepatocyte and biliary cell differentiation in the following areas: hepatic cell transplantation, hepatic regeneration, hepatic gene therapy, susceptibility of cellular populations to viral infection from artificial liver assist devices, cellular participation in the induction of hepatic pathology, cellular signal transduction and transport, and cellular apoptosis. 36-17 Behavioral Research for Army (DOD)
FY 1997 proposals for research in behavioral science are solicited by the U.S. Army Research Institute for the Behavioral and social Sciences. ARI seeks proposals on: Leadership, including its impact on crew, team and unit performance, developing measures of leadership, including the nature of knowledge representations and higher order skills possessed by effective leaders better understanding the development of leadership, and creating a theoretical framework for understanding the implications for leadership of new communication technologies; research to provide a theoretical basis for the development of simulation and virtual reality in both individual and team training; individual performance; and research on social structures affecting Army performance.
