44-1 Non-Lethal Weapons (DOD)

The Joint Non-Lethal Weapons Directorate (JNLWD), supported by the Marine Corps System Command Contracts Office, is soliciting proposals that address research and development for next generation non-lethal weapons that can support critical warfighter needs. Today's war-

fighters require non lethal weapons to: deny areas to personnel in an urban/suburban/aquatic environment; stop vehicles; separate combatants from non-combatants; render an individual or group incapable of performing an activity; deny access to bridges; stop water surface and sub-surface vessels; clear a facility of personnel without entering, and non-lethally force an airplane to land. Next generation non-lethal weapon proposals sought under this BAA shall dramatically increase ranges, have safe human effects while proving effective as a non-lethal weapon and have universal effects. 44-2 Course, Curriculum, and Laboratory Improvement (CCLI) (NSF)

The Course, Curriculum, and Laboratory Improvement (CCLI) program seeks to improve the quality of science, technology, engineering, and mathematics (STEM) education for all students, based on research concerning needs and opportunities in undergraduate education and effective ways to address them. It targets activities affecting learning environments, course content, curricula, and educational practices, with the aim of contributing to the relevant research base that will support efforts to enhance STEM education. Through the Adaptation and Implementation (A&I) track, the CCLI program supports and encourages faculty, departments, and institutions to use innovative materials and practices of demonstrated effectiveness, including laboratory experiences and instrumentation. This track has been designed to increase the pace of innovation diffusion and address the "not invented here" syndrome that is often mentioned as a retardant to the diffusion of innovation. A&I proposals are expected to provide evidence that the innovative materials and practices they propose to implement have been effective on other campuses, to explain why they are anticipated to be effective for students on the proposing institution's campus, and to provide evaluation data by the end of the project. 44-3 Research on Gender in Science and Engineering FY 2004 (NSF)

This program seeks to broaden the participation of girls and women in all fields of science, technology, engineering, and mathematics (STEM) education by supporting research, dissemination of research, and integration of proven good practices in education that will lead to a larger and more diverse domestic science and engineering workforce. Typical projects will contribute to the knowledge base addressing gender-related differences in learning and in the educational experiences that affect student interest, performance, and choice of careers; and how pedagogical approaches and teaching styles, curriculum, student services, and institutional culture contribute to causing or closing gender gaps that persist in certain fields. 44-4 Freedom Support Education Partnerships with Eurasia (State)

The State Department's Bureau of Education and Cultural Affairs is seeking applications for partnerships to develop or revise courses, curricula, outreach and exchange programs at higher education institutions in Eurasia. Proposals may address new courses, teaching specializations or methodologies, including distance learning activities; new or revised curricula; and new programs for outreach to educators, professional groups or the general public in fields such as social science, business, public administration, library science, education and journalism. Projects may result in the development of a new academic program or the restructuring of an existing program. They should equip institutions to contribute to the growth of democracy and/or open markets in the following countries: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Ukraine and Uzbekistan. 44-5 The Consortium for Plant Biotechnology Research (CPBR)

The Consortium for Plant Biotechnology Research, Inc. (CPBR) is a non-profit organization that funds peer reviewed research and related technology transfer. CPBR facilitates research interactions among academic, industry and government scientists. Preproposals are requested for research that 1) involves plant biotechnology and 2) addresses industrial problems and opportunities related to bioenergy and/or the environment and/or health. Funding for CPBR research for 2005 may come from the Department of Energy (DOE), the Environmental Protection Agency (EPA), one of the health-related agencies and/or others.

44-6 Kauffman Collegiate Network Grants (Kauffman)

The Kauffman Foundation is pleased to announce the release of the 2003 Kauffman Collegiate Network Request for Proposals. Through this program, Kauffman plans to expand their efforts to sustain entrepreneurship education as a campus-wide opportunity. The Kauffman Collegiate Network (Kauffman Network) encourages innovative approaches that seek to make entrepreneurship a common and accessible experience for all students. Grants will be based on the strength of an institution's plan and its proposed initiatives to provide students from all disciplines the opportunity to develop entrepreneurial skills and thinking.

44-7 Unlimited Potential (Microsoft)

Microsoft Unlimited Potential (UP) is a global initiative that focuses on improving lifelong learning for disadvantaged young people and adults by providing technology skills through community technology and learning centers (CTLCs). Microsoft believes that by providing technical skills training to disadvantaged individuals, they can partner to create social and economic opportunities that can change peoples' lives and transform communities. A community technology center is a free or low-cost, friendly place (in a community center, school, library, housing facility, or other convenient location) where people of all ages and abilities can come to learn about computers, use the Internet, explore new careers, further their education, participate in community activities, or develop technology skills.

44-8 DOT Center Climate Change and Environmental Forecasting - Climate Change and Transportation Research (DOT)

The U.S. Department of Transportation (DOT), Research and Special Programs Administration (RSPA) is soliciting information and descriptions (white papers) for Climate Change and air quality issues. The White Papers are to address strategies to improve the energy efficiency of transportation, lower greenhouse gas emissions in the transportation sector, or reduce the impacts of climate change on transportation. 44-9 Computer-Aided Design of High-Temperature Materials (DOE)

New materials, ideas, and concepts are required to significantly improve performance and reduce the costs of existing advanced power systems or to enable the development of new systems and capabilities for coal combustion and coal gasification, gas separations, hydrogen storage, high-temperature fuel cells, and advanced turbine systems. The search for high-temperature materials is largely based on traditional, trial-and-error experimental methods which are costly and time-consuming. An effective way to accelerate research in this field is to use advances in materials simulations and high performance computing and communications to guide experiments. 44-11 Sensors and Control (DOE)

DOE/NETL's Advanced Research Program is aimed at bridging the gap between the basic sciences and applied research as it relates to fossil energy applications. One area in which this transitional fundamental type research is needed is in the area of novel high temperature materials that can be used in the fabrication of miniaturized in-site sensing devices for the measurement of various gas species. Available sensors for measuring gaseous emission of CO, CO2, HC's, Hg, H2S, NOx, etc. cannot withstand the high temperature, hostile environments found in advanced fossil energy systems. 44-12 Hydrogen Education Development (DOE)

The Hydrogen, Fuel Cell, and Infrastructure Technologies Program of the Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy is soliciting financial assistance Applications with the objective of contributing to industry efforts and the President's Hydrogen Fuel Initiative in developing a path to a hydrogen economy. Under this Solicitation, DOE seeks Applications for four specific activities intended to educate key target audiences, including teachers, students, and the public about the use of hydrogen as an energy carrier and the future path to a hydrogen economy. 44-13 AFAR Grant Programs (AFAR)

AFAR offers the following grants: 1) AFAR Research Grants for junior faculty to do research that will serve as the basis for longer term research efforts; 2) Pfizer/AFAR Innovations in Aging Research Program to support MD and PhD investigators who are working in the basic biology of aging research, focusing specifically on four areas: cancer, cardiovascular disease, stroke and Alzheimer's disease; 3) Ellison Medical Foundation/AFAR Senior Postdoctoral Research Program. to encourages and further the careers of post-doctoral fellows in the fundamental mechanisms of aging; and 4) Glenn/AFAR Research Grant Program for Postdoctoral Fellows for fellows who will have had at least two and not more than five years of prior postdoctoral training at the time of the award.

44-14 Graduate Psychology Education Programs (HHS)

The Health Resources and Services Administration plans to invite applications to develop, operate and maintain graduate psychology doctorate, doctoral internship and doctoral residency programs that address the interrelatedness of behavior and health. Programs must foster an integrated approach to health care services and address access for underserved populations, including children, the elderly, victims of abuse, chronically ill or disabled individuals, and areas of emerging need. 44-15 Impacts of Manufactured Nanomaterials on Human Health and the Environment (NCER)

The U.S. Environmental Protection Agency is seeking applications that evaluate the potential impacts of manufactured nanomaterials on human health and the environment. As new nanomaterials are manufactured, there is the potential of human and environmental exposure from waste streams or other pathways entering the environment. In view of the lack of information about the health effects of manufactured nanomaterials (nanoparticles, nanotubes, nanowires, and others), this request for applications invites research proposals that focus on potential toxicity of and exposure to manufactured (purposefully made) nanomaterials.
