The Bureau of Educational and Cultural Affairs of the United States Department of State announces a new Fulbright scholar program that will enable American colleges and universities to enrich their international programs and courses of study by providing opportunities for a rapid access and intensive exposure to specialists from Muslim communities in the Middle East, North Africa and South Asia. The Fulbright Visiting Specialists: Direct Access to the Muslim World program will support 20-25 grants for visits of between two and six weeks by scholars and professionals from abroad to American institutions that desire to enrich understanding and knowledge of Islamic, Middle Eastern and South Asian societies and cultures. Fulbright Visiting Specialists will be drawn from the ranks of former visiting Fulbright researchers or lecturers from the Middle East, North Africa or South Asia. All disciplines will be included in the program.

The American-Scandinavian Foundation (ASF) offers fellowships to individuals to pursue research or study in one or more Scandinavian countries for up to one year. Awards are made in all fields. Applicants must have a well defined research or study project that makes a stay in Scandinavia essential. The ASF considers it desirable that all candidates have at least some ability in the language of the host country, even if it is not essential for the execution of the research plan.
The Homeland Security Advanced research Projects Agency (HSARPA), the external funding arm of the Department of Homeland Security (DHS) Science and Technology Directorate, intends to release its first solicitation for research opportunities soon. The Topic Area is "Detection Systems for Biological and Chemical Countermeasures." The RA solicits responses in five Technical Topic Areas (TTAs) that the DHS-S&T has identified as high priority requirements to counter potential biological and chemical attacks on the homeland. Teams may submit separate responses to more than one TTA. The TTAs are: TTA-1: Bioagent Autonomous Networked Detector (BAND); TTA-2: Rapid Automated Biological Identification Systems (RABIS); TTA-3 Autonomous Rapid Facility Chemical Agent Monitor (ARFCAM); TTA-4: Lightweight Autonomous Chemical Identification System (LACIS); TTA-5: Portable High-throughput Integrated Laboratory Identification System (PHILIS). The Undergraduate International Studies and Foreign Language (UISFL) Program provides grants to strengthen and improve undergraduate instruction in international studies and foreign languages. Priority is for projects that provide inservice training for K-12 teachers in foreign languages and international studies and strengthen instruction in international studies and foreign languages in teacher education programs. The Rehabilitation Long-Term Training program provides financial assistance for: 1) Projects that provide basic or advanced training leading to an academic degree in areas of personnel shortages in rehabilitation; 2) Projects that provide a specified series of courses or program of study leading to award of certificate in areas of personnel shortages in rehabilitation; and 3) Projects that provide support for medical residents enrolled in residency training programs in the specialty of physical medicine and rehabilitation. The Educational Information and Resources Branch (ECA/A/S/A), Office of Global Educational Programs, of the Bureau of Educational and Cultural Affairs, announces an open competition for educational advising in the Middle East and North Africa. ECA-supported educational advising offices guide students in their pursuit of educational opportunities in the United States and prepare them for direct exposure to American values, ideas, models, and traditions. They provide up-to-date, unbiased information on the range of accredited U.S. educational institutions and work to build mutual understanding between the United States and other countries through educational exchange. 39-8 International, Collaborative Projects in Science and Technology Between U.S. and Egyptian Cooperators (STATE)
This program will provide modest grants for successfully competitive proposals for binational collaborative projects and other activities submitted by U.S. and Egyptian experts. Projects must help the United States and Egypt utilize science and apply technology by providing opportunities to exchange ideas, information, skills, and techniques, and to collaborate on scientific and technological endeavors of mutual interest and benefit. Priority areas are: information technology, environmental technologies, biotechnology, energy, standards and metrology, and manufacturing technologies.
The Division of High Energy Physics of the Office of Science (SC), U.S. Department of Energy announces its interest in receiving grant applications for support under its Advanced Detector Research Program. Applications should be from investigators who are currently involved in experimental high energy physics, and should be submitted through a U.S. academic institution. The National Institutes of Health (NIH) invites applications for innovative research in biomedical computational science and technology to promote the progress of biomedical research. As defined here, biomedical computing or biomedical information science and technology includes: database design, graphical interfaces, querying approaches, data retrieval, data visualization and manipulation, data integration through the development of integrated analytical tools, and tools for electronic collaboration, as well as computational research including the development of structural, functional, integrative, and analytical models and simulations. 39-11 Industry-Academic Partnerships for Development of Biomedical Imaging Systems and Methods that are Cancer Specific (R21) (NIH)
The intent of this initiative is to encourage industry-academic partnerships by making "seed" grants available for the pursuit of collaborative in vivo imaging research projects directed at cancer. Support for the exchange of scientists between industry and academia can be requested under this initiative. The goals of this initiative are to: Provide grants to help establish and/or expand industry academic partnerships for development of biomedical imaging systems and methods that are cancer specific whether or not preliminary data or a history of prior collaborations have been established; Support partnerships and pilot projects that may result in commercialization of imaging technologies; Target partnerships that address high-risk/high-gain research and development of new approaches for early cancer detection, diagnosis, image guided interventions, and assessment of drug therapy. 39-12 Centers for Excellence in Ethical, Legal, and Social Implications (ELSI) Research (CEER) (NIH)
The Ethical, Legal, and Social Implications (ELSI) Research Program of the National Human Genome Research Institute (NHGRI) invites center grant applications (P50 and P20) for the development of Centers of Excellence in ELSI Research (CEERs). These CEERs will bring investigators from multiple disciplines together to work in innovative ways to address important new, or particularly persistent, ethical, legal, and social issues related to advances in genetics and genomics. This solicitation is intended to augment NHGRI's ELSI regular research grants program by supporting research activities that cannot be effectively supported by R01 and other research grant mechanisms currently available. The National Institute of Mental Health (NIMH) invites grant applications for research that will reduce the burden of mental illnesses on older adults. With a recent review of the late-life research portfolio, NIMH has identified opportunities for enhancing and strengthening its investment in late-life research. The intent of this program announcement is to intensify investigator-initiated research in this area, to attract new investigators to the field, and to enhance interdisciplinary approaches to research. The National Science Foundation is inviting applications for graduate fellowships in fields of specialization supported by NSF research programs. Fellowships are available for graduate study in fields including the mathematical, physical, biological, behavioral and social sciences; engineering; the history and philosophy of science; and research-based Ph.D. degrees in science education. L'Oreal USA implements a new Women in Science Fellowship Program. The initiative will provide education and research grants to young women seeking scientific careers. Five fellowships will go to support students pursuing careers in the natural sciences, engineering, computer science and math. The fellowship program is open only to women in their third or fourth year of graduate studies, enrolled in a doctorial program leading to a PhD or ScD, or postdoctoral researchers. (FAM 06/05/03)
