24-1 Protein Structure Workshop (KU)

The University of Kansas' NIH-COBRE Center in Protein Structure and Function is offering a workshop on protein structure determination. The workshop will provide perspective on: 1) the pros and cons of choosing among different expression systems, 2) the various approaches to protein isolation and purification on a scale appropriate to support crystallization, and 3) tricks of the trade for inducing proper folding and crystallization. The Workshop dates are July 14 and 15, 2003. Registration is required by 4:00 PM Wednesday, July 9 and costs $15 per participant. 24-2 Sensor Data Analysis Technologies R&D (DOD)

The Air Force is soliciting white papers for innovative approaches in information and sensor data analysis technologies to overcome existing deficiencies and enhance capabilities. Applications should be relevant to weapons detection, audio processing, video surveillance, facial recognition, timeline analysis, communications, computer forensics, cybercrime, school safety and other areas related to peacekeeping, law enforcement and security. 24-3 Agricultural Telecommunications Program (ADEC)

The American Distance Education Consortium (ADEC) cooperating with the U.S. Department of Agriculture and Virginia Polytechnic Institute and State University are soliciting proposals under the Agricultural Telecommunications Program. Grants will be awarded competitively under this program to encourage the development and utilization of an agricultural communications network to facilitate and to strengthen agricultural extension, resident education and research, and domestic and international marketing of United States agricultural commodities and products through a partnership between eligible institutions and the Department of Agriculture. The network will employ satellite and other telecommunications technology to disseminate and to share academic instruction, cooperative extension programming, agricultural research and marketing information.

24-4 Risk Management Research (USDA)

The Agriculture Department is inviting applications for partnership agreements that will fund research that addresses the need for risk management tools for producers of priority agricultural commodities. The solicitation seeks applications to develop risk management tools: to help livestock producers improve planning and managing the production of livestock, including disease management and control; and to help forage and rangeland producers improve techniques for mitigating drought; help organic producers improve techniques to assess market risks and improve marketing; clarify and help producers comply with labor requirements; address reducing the impact of multiple-year losses; and increase the economic and production stability of wild salmon harvesters. 24-5 Policy Studies on Homeownership, Lending (HUD)

The Housing and Urban Development Department is inviting applications for technical studies that will inform development of public policy intended to increase homeownership among low- and moderate-income families. Interest areas are directly related to homeownership, such as changes in rates, sustaining homeownership for low-and moderate-income families, barriers to homeownership and promoting homeownership; and affordable lending, such as barriers to credit, the impact of initiatives to promote affordable lending, evaluation of specific lending programs and studies on down payments. 24-6 Technology Evaluation (ED)

The Education Department's Office of Elementary and Secondary Education invites proposals to increase state capacity to design, conduct and acquire quality evaluations of education technology programs. Eligibility is limited to state educational agencies (SEA), or a SEA on behalf of a consortium that could include institutions of higher education, research organizations or local education agencies. States will develop a scientifically based evaluation of an educational technology program (e.g. distance learning, professional development, connecting schools and teachers with parents and students or classroom-based integration of technology into teaching and learning); conduct the evaluation; and disseminate information about the evaluation plan and results so other states may learn and replicate the approach. 24-7 Building EPSCoR-State/National Laboratory Partnership (DOE)

The Office of Basic Energy Sciences (BES) of the Office of Science (SC), U.S. Department of Energy (DOE), in keeping with its energy-related mission to assist in strengthening the Nation's scientific research enterprise through the support of basic science, engineering, and mathematics, announces its interest in receiving grant applications for collaborative partnerships between academic or industrial researchers from states eligible for the DOE/EPSCoR program and researchers at DOE's National Laboratories, facilities, and centers. The purpose of this program notice is to initiate and promote partnering and collaborative relationships that build beneficial energy-related research programs with strong participation by students, postdoctoral fellows, and young faculty from EPSCoR states. 24-8 Mercury Lamp Recycling Outreach (EPA)

The Environmental Protection Agency is inviting applications to develop and implement a recycling outreach program to increase awareness of proper disposal methods of mercury-containing light bulbs, especially by commercial and industrial users, to reduce human health hazards. The outreach program will use the tools and materials developed under the first phase of the program, such as printed materials and a CD-ROM training tool. (FR 5/12/03)

24-9 PV Manufacturing R&D Large Scale Module and Component Yield, Durability, and Reliability (DOE)

The National Renewable Energy Laboratory has issued a solicitation for Letters of Interest (LOIs) for research and development efforts from members of the photovoltaic (PV) and related industries. The proposed work areas may include, but will not be limited to, issues such as improvement of module manufacturing processes to increase module reliability; system and system component packaging, system integration, manufacturing and assembly; product manufacturing flexibility; and balance-of-system development including storage and quality control. 24-10 South Dakota Department of Transportation Requests for Proposals (SDDOT)

The South Dakota Department of Transportation is requesting proposals for two initiatives: SD2003-03 South Dakota Motor Carrier Enforcement Customer Satisfaction which is in response to the concerns of the executive and legislative branches of state government and should provide reliable information concerning the perceptions of the trucking industry regarding motor carrier enforcement issues and opportunities for improving customer service; and SD2003-01 Improved Traffic Signal Maintenance and Management which entails a review of policies, agreements and procedures regarding the management and maintenance of existing traffic signals on state routes in South Dakota; formulation of effective new policies, agreements and procedures; and definition of the requirements of a Traffic Signal Management and Maintenance System.

24-11 Research Opportunities in Space Science (ROSS) - 2003 (NASA)

NASA has released an Amendment to the Research Announcement Research Opportunities in Space Science (NRA 03-OSS-01). The Amendment establishes a new Program Element A.4.2 in Appendix A entitled Call for Mission Studies: Space Science Vision Missions. This new Program Element solicits proposals for scientific and technical studies on a subset of mission concepts derived from recent Office of Space Science road mapping efforts and under consideration for possible implementation beyond 2013. 24-12 Susan Harwood Training (DOL)

The Labor Department is inviting applications to provide safety and health training education in the workplace. 24-14 Indo-US Program on Maternal and Child Health and Human Development Research (NIH)

The goal of the MCHDR program is to "facilitate collaboration on maternal and children's health and human development research, in part, to contribute to global understanding of the causes of morbidity and mortality in women, particularly mothers, children and adolescents." To address shared women and children's health and developmental research concerns, Indian and U.S. scientists will undertake a coordinated program that will involve participation in collaborative, peer-reviewed research projects, scientific workshops and conferences, research training, and technology transfer. The MCHDR program will fund supplemental grants to existing NIH-funded projects. Priority will be given to investigative collaborations with U.S. investigators currently funded by NICHD. 24-16 Adoption Opportunities, Child Abuse and Neglect, Child Welfare, Safe and Stable Families (ACF)

The Administration for Children and Families announces the availability of FY 2003 funds for competing new activities under the Adoption Opportunities Program, the Child Abuse Prevention and Treatment Act (CAPTA), the Child Welfare Training Program, and the Promoting Safe and Stable Families Program. Funds from CAPTA support research and demonstration projects on the causes, prevention, and treatment of child abuse and neglect. Funds from the Child Welfare Training Program support grants for special projects for training personnel for work in the filed of child welfare. The Promoting Safe and Stable Families program will support research, evaluation and technical assistance relating to family preservation. ACYF/CB-2003-01 (FR 06/10/03)
