The Directorate for Engineering, National Science Foundation, has announced that the ECS Division has established, effective July 1, 2003, two Proposal Submissions Deadlines. For FY 2003 the deadlines are October 7, 2003 and February 9, 2004. The submission policy for ECS also applies to proposals submitted as requests for research equipment grants (REG) or proposals submitted through GOALI (academic liaison with industry).
The Environmental Protection Agency is inviting proposals to conduct research to improve decisions regarding the cleanup of hazardous waste at current or former federal sites. Applicants should focus on research and dissemination of scientific, socioeconomic, institutional and public policy information related to the effects, risks and detection of hazardous substances in the environment. Applicants must structure their research in a way that generates recommendations for use by non-federal stakeholders and policymakers. RFA 03-OSWER-001 (FR 04/22/03)
The Sun Microsystems Academic Equipment Grant Program donates equipment to educational organizations that have developed creative projects that address the company's investment priorities and create partnerships for success. Hardware donations are made to K-12 schools and colleges and universities. Grants do not include maintenance, service or technical support. Grants must be reviewed and supported by the local education sales representative. Priorities for higher education include the teaching of Sun technologies; Web-based learning; scientific and engineering computing; and business collaborations. K-12 priorities include primary and secondary education and university outreach to K-12.
"The Commerce Department's Economic Development Administration is soliciting proposals to develop and disseminate news and information monthly to practitioners in base and economic development on the reuse of former military bases. (FR 5/14/03)
The Labor-Management Cooperation Program funds in the following seven general areas: 1) To improve communication between representatives of labor and management; 2) To provide workers and employers with opportunities to study and explore new and innovative joint approaches to achieving organizational effectiveness; 3) To assist workers and employers in solving problems of mutual concern not susceptible to resolution within the collective bargaining process; 4) To study and explore ways of eliminating potential problems which reduce the competitiveness and inhibit the economic development of the company/plant, area, or industry; 5) To enhance the involvement of workers in making decisions that affect their working lives; 6) To expand and improve working relationships between workers and managers; and 7) To encourage free collective bargaining by establishing continuing mechanisms for communication between employers and their employees through Federal assistance in the formation and operation of labor management committees. The Education Department is seeking consortium applications for multi-year support of Tech Prep projects that combine two years of secondary and at least two years of postsecondary education on site at a community college and lead to a degree or certificate. A consortium must include at least one member in each of the following three categories: A local education agency, intermediate educational agency, area vocational and technical education school serving secondary school students, or secondary school funded by the Bureau of Indian Affairs; a nonprofit higher education institution that offers a two-year associate degree, two-year certificate, or two-year postsecondary apprenticeship program, or a proprietary institution of higher education that offers a two-year associate degree program; and a business. Consortia also may include one or more: higher education institutions that award baccalaureate degrees; employer organizations; or labor organizations. Each TPDP-funded project must involve a secondary school physically located on the site of a community college and provide a complete program of academic and technical coursework at the community college that, at a minimum, meets state requirements for high school graduation. The Education Department is seeking applications for projects to develop new knowledge that strengthens the ability of schools to plan, conduct and improve programs to identify and serve gifted and talented student, especially students from underrepresented groups, including students with disabilities and limited English. Demonstrations should expand, field test and assess research-based interventions shown to increase the proportion of economically disadvantaged, limited English proficient or disabled students performing at high levels of achievement. The Education Department is inviting applications for consortia to help future teachers become proficient in using modern learning technologies. ED is particularly interested in projects that use technology in building teachers' capacities to interpret, analyze and incorporate student achievement and testing data into the education process. The Labor Department is inviting cooperative agreement applications under its multi-year initiative to improve children's access to quality education in certain countries as a means of combating child labor, trafficking and sexual exploitation. Funded activities will complement and augment existing projects and programs to improve basic education in the target countries and provide access to basic education to children in areas where exploitative child labor is prevalent. In Brazil, activities will strengthen the quality of existing child labor and education programs. In Cambodia, the focus is to provide education to victims and children at risk of child trafficking and commercial sexual exploitation. The Grants for the Department-Level Reform of Undergraduate Engineering Education solicitation provides an opportunity for institutions to compete for planning and implementation grants to assist departmental and larger units in: Developing comprehensive plans to reformulate, streamline and update engineering and engineering technology degree programs; Developing new curricula for emerging engineering disciplines; and Meeting the emerging workforce and educational needs of U.S. industry. The Bridges for Engineering Education (BEE) Planning Grants solicitation is a collaborative effort between the Directorate for Engineering (ENG) and the Directorate for Education and Human Resources (EHR). This program provides an opportunity for institutions to compete for planning grants to develop proposals that improve: the engineering content in K-12 education; the pedagogy in undergraduate engineering; and engineering technology degree programs. The Commerce Department's National Oceanic and Atmospheric Administration is inviting proposals for research designed to improve observation, understanding and prediction of and response to changes in the global environment. The program provides research opportunities under these broad categories: atmospheric composition and climate; climate observation; climate and societal interactions; climate change data and detection; climate dynamics and experimental prediction; climate variability and predictability; and North American warm season precipitation initiative; the GEWEX Americas Prediction project; and the global carbon cycle initiative. The Ohio Department of Transportation will contract with a neutral third-party entity to conduct an analysis of the Department's pavement-selection process including but not limited to life cycle cost analysis; user delay; constructability and environment factors. The analysis shall compare and contrast the Department's pavement-selection process with those of other states and with model selection processes as described by the American Association of State Highway and Transportation Officials and the Federal Highway Administration.
The Transportation Department is inviting proposals for a range of demonstration activities under the next generation high-speed rail initiative. Areas include demonstrations of ways to enhance revenues of high-speed operations and attract more riders by reducing trip time, upgrading service, increasing reliability or improving on-tie performance; reduce costs of producing equipment and facilities; reduce operating costs through efficiency; and enhancing the social or environmental benefits and high-speed rail use. The Housing and Urban Development Department will invite applications to develop case study housing plans and designs that address community housing needs or develop long-range plans for local communities that address future growth and development. Applicants may apply for either housing design grants or planning grants, but not both. Projects must combine research and outreach within communities and local governments and address the problems faced by urban areas and HUD priorities. For example, case study homes demonstrations should involve innovative building technologies, accessibility, energy efficiency and good design. Planning grantees should address challenges associated with metropolitan growth and trends.

The Centers for Disease Control and Prevention is inviting applications for a randomized control study that will increase knowledge about effective approaches to improving smoke alarm maintenance and function to reduce fire-related injuries. The objective is to develop and implement an effective behavioral approach that will improve household smoke alarm maintenance. Recipients will develop collaborations with state health departments, academic research institutions and fire prevention agencies; develop plans to obtain community input; and design a research model for randomized study and an evaluation.
