The Department of Commerce's National Telecommunications and Information Administration has announced that, with FY 2003 funding approved, there will shortly be announcement requesting applications for the Technology Opportunities Program (TOP). There will be a limited amount of time between the grant announcement and the grant deadline, so potential applicants are advised to visit the TOP website to determine eligibility and to become familiar with the program parameters. Grants are for model projects that demonstrate innovative uses of network technology.
The Science, Technology, Engineering, and Mathematics Talent Expansion Program (STEP) seeks to increase the number of students (U.S. citizens or permanent residents) pursuing and receiving associates or baccalaureate degrees in established or emerging fields within science, technology, engineering, and mathematics (STEM). For FY2003, Type 1 proposals are solicited which provide for full implementation efforts at academic institutions. Type 2 proposals are solicited which provide for educational research projects on associate or baccalaureate degree attainment in STEM. NSF 03-548
The National Endowment for the Humanities seeks applications for grants to enable educators to study humanities topics and materials together or map institutional directions for teaching the humanities. In schools, grants can support: groups of teachers and administrators who meet regularly with outside scholars to follow a schedule of intellectually challenging reading and discussion and explore ways to integrate what they have learned into their teaching of the humanities, including history/social studies, English/language arts and foreign languages; opportunities for school teachers to develop model content applicable to established frameworks and standards; or partnerships with neighboring cultural and educational institutions to conduct joint humanities study projects for current and future teachers. Funds may be used to pay for guest scholars and visiting consultants, observation of model programs, books and other materials, logistical support and teacher release time.
The Corporation for National and Community Service is seeking applications for K-12 school-based programs under three competitions to develop and implement curricula that link student service and learning. Three types of supported activities are: linking history, civics and service; community, higher education and school partnerships; and U.S. tribes' and territories' projects. Under a new category for school-based programs in 2003, CNS seeks applications to develop or implement existing curricula that link student service with rigorous lessons in history and civics. The goal is to develop replicable program models that will nurture participants' civic skills, knowledge and attitudes; build strong partnerships between schools and organizations in their surrounding community; and meet community needs. The Education Department's Institute of Education Sciences seeks grant applications for evaluation studies on alternative approaches to promoting English language acquisition. Funds will support rigorous randomized field trials of alternative instructional approaches. Overall study questions are: the effectiveness of structured immersion and transitional programs; and the student and teacher characteristics that predict success. Projects will feature a pilot phase, full implementation of the interventions and an impact evaluation. NCDD-03-01
The Robert Noyce Scholarship (RNSP) program seeks to encourage talented science, technology, engineering, and mathematics majors and professionals to become K-12 mathematics and science teachers. The program provides funds to institutions of higher education to support scholarships, stipends, and programs for students who commit to teaching in high need K-12 schools. An institution may submit no more than one proposal per competition. Traditional methods of measuring the success of transportation projects have focused on cost, schedule, capacity, mobility, and safety. These measures do not provide transportation agencies and transportation project managers with the information they need to assess the success of projects completed within the contemporary context sensitive environment. Consequently, there is a need to research and define performance measures to complement those currently being used or developed to support the transportation-project planning, design, and implementation process. The objective of this project is to propose model performance measures for context sensitive design implementation. Project 20-24(30)
The Energy Department is inviting applications to develop and evaluate different biologically based risk modeling/prediction strategies as part of a broad exercise to increase knowledge about the biological consequences of low-dose radiation exposure to human health. The initiative is intended to inform the development of future national radiation risk policy. Awardees will participate in an initial workshop with experimental researchers and regulatory scientists and, concurrently, in one or more workshops to develop an artificially defined core source of biological data as a test system. This new program element, Amendment One to Research Opportunities in Space Science (ROSS)- 2003, solicits proposals for mission concept studies, where each proposed mission is focused on one of the following science goals: 1) Determine the nature of the dark energy that dominates the Universe; 2) Search for the imprint of gravitational waves from inflation in the polarization of the cosmic microwave background; and 3) Survey the Universe for black holes.
The Defense Advanced Research Projects Agency (DARPA) Special Projects Office (SPO) is soliciting proposals (technical and cost) from qualified corporations, research centers, universities, FFRDCs and DOE laboratories for the Spectral Sensing of Bio-Aerosols Program (SSBA) program under BAA 03-07. A critical component of an effective biological warfare (BW) defense is real-time, pre-exposure detection, discrimination, and identification of the full spectrum of threats: spore, bacteria, virus and toxin. The Spectral Sensing of Bio-Aerosols program will develop sensors to address the urgent need for biological weapons agent (BWA) trigger sensors and detect-to-warn sensors with fast response times and significantly improved false alarm rates (Pfa). The purpose of this RFA is to solicit applications to develop new and improved technologies for the efficient, comprehensive, high-throughput identification and verification of all types of sequence-based functional elements, particularly those other than coding sequences, for which adequate methods do not currently exist. This effort is part of a new public research consortium, the Encyclopedia of DNA Elements (ENCODE), the intent of which is eventually to identify all functional elements in the human genome sequence. The purpose of this RFA is to solicit applications to participate in a Research Network that will conduct a pilot project to test and compare methods for identifying all of the functional elements in a limited (~1%) region of the human genome. The emphasis during this initial phase will be on the identification and verification of transcription units, including associated cis-regulatory elements, but projects using existing methods for the identification of other sequence-based functional elements are also encouraged. The OCRP is releasing Program Announcements for two different funding mechanisms in this notification: The Idea Development Award is to encourage innovative approaches to ovarian cancer research. Idea Development Awards must address etiology and/or early detection of ovarian cancer. Investigators from all academic levels are eligible to submit proposals. The New Investigator Award is to recognize and support postdoctoral fellows with at least 5 years of postdoctoral training and faculty through the level of Assistant Professor who have innovative ideas applicable to the etiology and/or early detection of ovarian cancer. The Justice Department's National Institute of Justice is seeking applications for research and evaluation on battering and batterers of women and the effectiveness of batterer intervention programs. NIJ invites proposals for methodologically sound research on battering of women and rigorous evaluations of intervention programs. Evaluations may compare traditional programs or those that are based on new conceptual models, such as client-treatment matching and programs geared to specific populations. NIJ also is interested in evaluations that compare programs only on battering with programs that also address substance abuse, mental health and other issues. SL 000604
