The Patient Protection and Affordable Care Act (PPACA), commonly called Obamacare or the Affordable Care Act (ACA), is a United States federal statute signed into law by President Barack Obama on March 23, 2010. The ACA is aimed at increasing the affordability and rate of health insurance coverage for Americans, and reducing the overall costs of health care (for individuals and the government). It provides a number of mechanisms — including mandate, subsidies, and tax credits — to employers and individuals to increase the coverage rate and health insurance affordability.
Although some provisions of the act have been delayed until 2015, beginning October 1, 2013, the university is required to notify new and current employees whether or not they are eligible for employer provided health insurance. We are also required at that time to begin improved tracking of hours of work because any employee who averages 30 hours or more of work during a 12-month period must be treated as a full time employee and enrolled in health insurance. One provision of the act requires us to automatically enroll eligible employees in the health plan and if the employee does not want coverage, he or she must waive the coverage. As you may know, the current practice is to only provide insurance coverage if the employee proactively enrolls in the coverage and inaction is considered waiving coverage.
