Executive Directive 09-398, signed by Governor Parkinson on July 6, effective June 14, 2009, authorizes market pay adjustments for some classified employees. Human Resources and the Office of Information Systems are in the process of implementing these changes in HRIS. Since the increases are retroactive, supplemental pay is being issued to those affected employees for pay period June 14 to June 27, 2009. The paycheck received July 24, 2009 will be the first on-cycle paycheck to reflect the new pay rates. Notices of the pay change are being sent to departments for distribution to each employee.
The details of the Executive Directive are located at: http://www.da.ks.gov/ps/subject/arc/executivedirectives/2009/09-398.pdf (pdf)

U.S. Citizenship and Immigration Services (USCIS) has announced that the current Employment Eligibility Verification form I-9 (Rev. 02/02/09) will continue to be valid for use beyond June 30, 2009.
USCIS has requested that the Office of Management and Budget (OMB) approve the continued use of the current version of Form I-9. While this request is pending, the Form I-9 (Rev. 02/02/09) will not expire. The current version is available at http://www.k-state.edu/hr/forms/I-9.pdf (pdf)
Do employees need to revise their Form W-4, Employee's Federal Withholding Allowance Certificate due to the Making Work Pay Tax Credit? As a result of the American Recovery and Reinvestment Act of 2009, the Making Work Pay Tax Credit means more take home pay for most employees (see previous news article). Employees receive the credit incrementally through a reduction in the amount withheld from their paychecks beginning March 20, 2009. However, the withholding tax reduction may be significantly different than the amount of the credit that they will be able to claim on their personal income tax returns. The IRS is advising certain employees that their withholding tax deductions may not be sufficient to cover their tax liability when they file their personal income tax returns next April. This link identifies those employees and explains the actions they should take: http://www.irs.gov/pub/irs-pdf/p4766.pdf (pdf)
Please remind employees that changes to Form W-4 can be made through HRIS Employee Self Service. The Making Work Pay Tax Credit does not apply to Non Resident Aliens.
