Observed Holiday – July 3, 2006
Governor Sebelius has announced that Monday, July 3, 2006 will be an observed holiday for state classified employees.  However, in accordance with Board of Regents policy and the KSU Policy and Procedures Manual it is not a Regents unclassified holiday because classes are in session.  Please refer to KSU Policy and Procedures Manual Chapter 4865 and Board of Regents Policies, Chapter II.

27 Pay Periods in FY 2006
This year, we will experience 27 pay periods during the fiscal year 2006.  This pay period will occur 6/4/06 through 6/17/06 and it will be paid on 6/30/06.

The Legislature approved one-time funding for this extra pay period for the salaries budgeted in the State General Fund.

Central Administration has decided to centrally fund all salary and benefits expenses resulting from this extra pay period for all Main Campus, General Use, positions.  The funds for this will be allocated to departments in June 2006 based on actual salary & benefit expenditures.

A mass funding change will occur in payroll to move all of the salaries paid on normal State General Fund to a special one-time 27^th Pay Period State General Fund.  A budget transfer will be done, before the year-end process is complete, to provide adequate budget for all salary and benefit expenditures that were paid out by Main Campus departments in either the 27^th pay period State General Fund or General Fees (tuition).

Restricted use expenditures will not be given an allocation of funds.  Therefore, units or departments with non-general use expenses for this 27^th pay period (i.e. restricted fees, auxiliary, etc.) will need to ensure adequate funding is available to cover all expenses for this extra pay period.

Below is further information about the 27^th pay period:

June 4              Beginning of 27th pay period (06/04/06-06/17/06).   If payroll funding is changing effective 06/04/06-06/17/06, funding may be updated either by inserting a new effective-dated row or by correcting the current row of data.

June 9              Final day to submit retroactive funding transfer requests for FY 2006.

June 20-21       HRIS View Only - Mass payroll funding updates for 27th pay period.

State General Funds: For the 27th pay period (06/04/06-06/17/06), HR will automatically insert payroll funding rows for all levels of funding (department, position, and position pool) where fund sources of 0003, 1003, 1020, 1030, 1900, and 5003 appear on the current row of data for main campus, Vet Med, and ESARP.

Grants and Other Funds: For the 27th pay period, no rows will be automatically inserted.

Classified Increases Effective June 18, 2006
All classified employees will receive a general increase of approximately 1.5% effective June 18, 2006.  An effective dated row of June 18, 2006 will be inserted into HRIS Job Data shortly after payroll is completed for pay period ending 6/17/06.  Our office will notify you once the rows have been inserted in Job Data.

In addition, a $0.30 per hour retention incentive pay rate differential will be implemented for employees in job classes ending in “N2” effective June 18, 2006.  Departments with individuals employed in these trade classes have been notified.  Timekeepers in these departments should verify that the appropriate earnings code (S14) has been added to the time documents for those employees. 

Effective September 10, 2006, there will be a one-step increase on the pay plan for each person in the classified service hired on or before June 17, 2006.  This increase is limited to those employees whose latest performance review rating during the 12-month period proceeding September 10, 2006, is at least satisfactory.  Information will be forwarded to you once guidelines are received from the Department of Administration.  We continue to encourage departments to submit timely reviews to the Division of Human Resources.

GTA-GRA Health Insurance Rates – School Year 2006-2007
The employer contribution rate for the Fall 2006 and Spring 2007 semester is $261.00 each semester.  The GTA/GRA rate for the Fall 2006 and Spring 2007 semesters is $87.00 each semester for single coverage.

HRIS Payroll Funding Tip
The HRIS payroll funding pages are designed to notify the user when a project and/or award have expired.  When updating these pages, the following message will appear when a project has expired prior to the entered effective date: Effdt must be less than Award End date 2006-XX-XX.  (300000,299).

The expired project may appear in the Dept Bdgt Ern, Dept Bdgt Ded or Dept Bdgt Tax page and may appear in a previous row if other funding has not been set up to pick up where the expired project left off.  Example:  If project/award expired 05/31/06 and a 06/04/06 effective-dated row was entered, the system will display this message to alert that funding needs to be effective 06/01/06.
