The September minutes were approved.
The following requests for non-standard class meeting times were approved by electronic vote:
IMSE 685. Principles of Manufacturing Information Systems. (Approved -- October 17, 2008). The course will now meet TU 11:05-12:20 for Spring 2009 only.
Plan 632. Computer Applications in Planning II. (Approved--November 4, 2008) The course will now meet MW from 10:30-12:20 starting in Spring and ongoing.
Plan 716. Seminar in Planning. Graduate students only. (Approved--November 4, 2008) The course will now meet MW from 1:30-2:20 starting in Spring and ongoing.
Plan 661. Community Development Workshop. (Approved—November 11, 2008) The course will now meet MW from 5:30-7:20 pm starting in Sprint and ongoing.

Dr Stephen Kiefer inquired about the possibility of University Honors students enrolling in courses early. He reported that there were 563 students currently in the program, which included mainly freshman, sophomores and juniors.
Currently a student’s enrollment time is based on how many hours have been completed (the more hours, the sooner the iSIS appointment time). The only two exceptions to this are athletes and students with disabilities. Athletes can enroll early to accommodate practice schedules, while disabled students can enroll early to prevent scheduling and travel hardships.
The advantages of the current system are that it is seen as fair and easy to manage. Also, if honors students were given the privilege of enrolling early, would other groups that may be as deserving also be allowed to enroll early? Where would the line be drawn? In addition, how would a new procedure be implemented in iSIS?
The advantages of allowing honors students to enroll early include improving recruiting of students to the university and to the honors program. We may be losing students to other universities that have this privilege. It is also seen as a way to reward outstanding academic performance. It was decided not to offer a motion and vote at this time. Committee members should research the issue with the possibility of a vote at a later time.
Doris Carroll brought the issue of scheduling final exams for non-standard time courses. Many of the non-standard time courses do not fit into the Final Exam Grid that CAPP and Faculty Senate approved a few months ago. Loleta Sump will attend the November CAPP meeting and suggest possible solutions.
David Delker inquired about the timing of mid-term grade reports for freshmen—could they be delayed to allow faculty more time to give tests and report grades?
It was stated that this year the reports were actually a week later than usual because of the conversion to iSIS. It was the consensus that any further delay in reporting results would jeopardize a student’s ability to improve their performance.
There was some discussion about the advisor survey that is required by the Board of Regents. There is some concern among faculty that they may get low marks because of student frustration with iSIS and not the actual advising. Will this be taken into consideration?
Doris Carroll reported that Academic Affairs is still discussing the new General Education policy.
Larry Moeder reported that iSIS is working fine for both admissions and financial aid. In addition, a task force is looking at qualified admissions and preparing a report.
Monty Nielsen reported that the Electronic Catalog will be updated around the first of December. The new email and calendar system should be implemented in January 09.
Mike Lynch reported that all students should have an advisor assigned by October 20th for the advisor survey.
