Update on Academic Fresh Start (Wheatley)
Minutes of May 16 and July 12, 2006 were approved as distributed.
Jim presented an overview of the new eBilling Program established April 2006. This new system will provide a better and quicker delivery service to the approximately 120,000 statements generated annually. The system can be accessed 24 hours a day from anywhere and provide an easy link to payment online. All Big 12 schools are now providing this type of eBilling system and many new reporting features are available. An asserted effort has been made by the Controller's Office to ensure current and new students have been informed of the implementation and usage of this system such as mailings, website announcements and online tutorials. Ray Hightower posed the question how students who leave the university would be kept in the cycle of communication. Jim explained that even though students may not be able to receive electronic information, paper billings will continue to be sent out and accounts will be placed in collection status as needed. A request was made to have an electronic copy of Jim's presentation made available.

Delker announced that Fairchild and Cochran would not be present to make reports today due to unavoidable conflicts. Both send their regrets.

Nielsen reminded the committee that effective July 1, 2006 current students are no longer being charged the $8.00 transcript request fee. Students not currently enrolled and former students will continue to pay the fee. During a recent audit, it was determined sales tax needed to be included as part of the request fee and a method of incorporating this charge is currently being developed. Requests for the first transcript will be exempt from the sales tax charge. No limit has been set on the number of requests that can be made but requests will be monitored and changes made if necessary base on workload impact.
Shanklin commented that there had been some miscommunication to alumni that they would be exempt from the transcript fee. Nielsen emphasized this was not correct that if not currently enrolled they would be charged.
Nielsen updated the committee on the change to use the Oracle/PeopleSoft Campus Solutions software for the LASER Project. Because it is a more compatible software more training vs. testing will be utilized.

Spanish course group final exams - Problem resolved (Wheatley)
Permission to grant approved non-standard time request for PHYS 821 to apply for PHYS 931 instead. PHYS 821 will be switched so that it meets at a standard class time. A motion for approval was made by Wheatley and seconded by Donnelly. Motion carried.
EECE 780 Power Seminar - One time request for fall 2006. A motion to approve was made by Hightower and seconded by Stevens. Motion carried.
AT 610 Computer-Aided Design of Apparel - request for S07 only. A motion to approve was made by Andrews and seconded by Shanklin. Motion carried
AT 645 Private Label Apparel Product Development - request for S07 only. A motion to approve was made by Andrews and seconded by Shanklin. Motion carried.
Nielsen posed the question concerning when on going non-standard time requests should be reviewed. He was under the impression it was done on a yearly cycle. Delker said he would investigate this and report back to the committee. There was a discussion about maintenance of a spreadsheet for maintaining status of non-standard time requests and accuracy of current data. Hightower said he would check on this and report back to the committee.
Hightower: ISIS Task Force Update - Task force is impressed with what they have seen of the SIS restructure. Nielsen reminded the committee as with all new revised systems the challenge will be to not look at the system itself but how our policies and procedures can be incorporated into what the system can offer.
Wheatley reported to the committee that work continues on the proposed changes to the Academic Fresh Start Proposal. The sub committee working on this issue has posed the question of why a 2.5 GPA is required upon return when the overall university standards require a 2.0 GPA. Several committee members commented on what their respective college's standards were and how they handled fresh start students. Donnelly indicated it was his understanding all returning reinstatement students are required to maintain at least a 2.2 GPA to remain at K-State. He suggested this GPA be used for Fresh Start GPA standards.
