Ike Ehie convened the meeting.

Ray Hightower suggested that Myra Gordon, Associate Provost, Diversity and Dual Career Development, be invited to the next meeting.

The minutes for the July 9th meeting were approved as distributed.
Ehie reported that the course was approved by e-mail vote after the July meeting. Wheatley provided the completed NST forms.
Cochran reviewed an issue that was brought to his attention regarding use of Ackert 221 at a non-standard time for Graduate Seminars in the Division of Biology. The situation has apparently been resolved by scheduling at a standard time.
Ehie asked for a review of how we plan to handle the courses that will routinely be approved for NST every semester (ie. College of Education courses to fit public school schedules). Spears noted that this was an issue when the policy was first sent to Faculty Senate and that in order to get it passed, she assured them that such courses for special populations would be exempted. Ewanow noted that the policy does not apply very well to certain populations (ie. Vet Med, Studios, Education graduate courses). Hightower recalled that we initially approved some courses as "permanent", but later decided we should review all courses each semester to insure that room scheduling is not a problem. Donnelly expressed concern that the committee could not afford to invest this much time every semester. Ewanow suggested we need an operational definition for courses that can be "assured" of approval on a continuing basis and suggested that we need two streams. Hightower suggested that these courses be flagged in some way. We have been using the term "ongoing". Houck said that the Education courses may not cause a classroom space problem since they are primarily in Bluemont. An formal operational policy will need to be developed for the next cycle to address this issue.
Ewanow presented NST petition for IAR 520. It is a for a limited audience in departmental space. The motion was approved to accept the TU 1:30-3:20 requested time - category "ongoing".
Pence presented requests for HN 741 and HRIMD 342. The consumer response course needs to be early in the afternoon for tasting. The food production course needs to mesh with the Derby Food Center schedule. A motion was approves to accept HN 741 TU 1:30-3:20 - category "ongoing", and HRIMD 342 TU 6:30-9:20 and TU 9:30-12:20 - category "ongoing".
NST Requests for EngineeringHightower presented three requests for NST: ARE 411, ARE 590, IMSE 252. The ARE courses are labs that follow 2:30 lecture in the same room. The IMSE course will allow the staff member that supervises the labs time for lunch and prep between morning and afternoon labs, and time for clean up at the end of the day before 5 pm. A motion was approved to accept ARE 411 and ARE 590 both MW 3:30-5:20 - category "ongoing", and IMSE 251 MTWU 1:30-4:20 - category "ongoing".
Wheatley presented a packet of courses for NST as follows: BIOL 198 studios were approved for 1:30 and 3:30 start times to have continuous use of the departmental studio rooms throughout the day. The request for a 7-9 pm time was denied due to a weak argument compared to the conflict with the evening time schedule. CAPP recommends standard 5:30 or 7:30 start time. BIOL 222 was approved for U 7:00-10:00 am for field bird identification. BIOL 340 was approved for TU 12:30-3:20 in a dedicated room. BIOL 455 was approved for W and F 10:30-12:20 in a dedicated room (comments to be added suggesting the Division of Biology be prepared to work more closely with students to accommodate problems with scheduling created by the large number of NSTs for Biology labs). ENGL 890 was approved for U 4:00-6:20 (approval needed because of use of university classroom). KIN 220 was approved for M-F 8:30-10:20, KIN 336 for MTWU 10:30-12:20, and KIN625 for F 10:30-12:20 in dedicated departmental space to avoid conflicts with lecture and schedules of instructors from other departments. KIN 825 was approved for M 6:30-9:00 to accommodate GTA schedules and commuter students. SOCWK 564 petition was withdrawn because it was a standard time. PHYS 017 was approved for TU 4:30-5:45 to avoid conflicts with other courses since all departmental faculty and students are expected to attend this colloquium A concern was expressed regarding blocking university classroom space for 5:30 ORC exams and evening classes. Spears noted that we probably have a lot of other departmental seminars scheduled in university classrooms late in the afternoon that are not formal courses that may also cause conflict with the standard time schedule.
A group of twelve MUSIC ensemble courses was approved for NST in dedicated departmental space to accommodate other ensemble courses that meet in the same space and to allow courses to meet more hours than prescribed by the policy. All are in the "ongoing" category. See chart for details.
Wheatley presented an appeal of our July recommendations of NSTs for PHYS 213, 214, and 223. Hightower still expressed concerns about the justification and would only support the motion if more sections will be added at the end of the day (3:30-5:20), however that is not proposed. Several members expressed frustration in that most of the requests we have denied for apparently sound reasons have been appealed. Ewanow noted that we may not have all of the information needed for some of these requests relative to efficient use of faculty time. Following considerable debate, the motion was approved 12-1 for PHYS 213 TU 11:30-1:20 and 1:30-3:20, PHYS 214 TU 11:30-1:20 and 1:30-3:20 and WF 11:30-1:20, PHYS 223 TU 1:30-3:20.
Wheatley presented a request for an ORC exam for BIOL 670. Justification is to allow longer time for essay exams, and the evening exam has been used for the past 15 years. Donnelly noted that the course does not qualify for ORC because enrollment is well under 100 students and cannot be approved per our policy. Stevens again expressed concern about adding class time inconsistent with credit awarded. Considerable discussion followed. Donnelly noted that we passed a request for three courses that were appealed by Chemistry last time for which the 100 student requirement was questioned. They too sought additional times to accommodate a longer exam format, but also argued that the enrollment would be near or over 100. This petition clearly is based only on more time needed for the exam. Stevens noted that alternative exam technologies are available to eliminate the need for ORCs. She will seek resource persons to invite in to explain some of these to the committee. Hightower would not support the requested time since it is not standard, and suggested if we approve the request, the time be moved to a standard evening time (MWF 5:30 or 7:30) or (TU 7:05-8:20). Motion was approved 12-1 contingent upon changing to standard times.
Ehie reported on his meeting with the Provost regarding archiving CAPP records. Jane Rowlett will be able to post the minutes on the web if we send electronic versions to her.
Nielson's and Moeder's reports were postponed till next meeting due to the late hour
