Mike Perl convened the meeting.
Don Foster distributed new Non-Standard Meeting Time Petition forms and requested all colleges use these forms in the future.
Removal from agenda: Standards for University Graduation Honors (Foster/Donnelly). Agenda was approved as corrected.
Motion to approve the June 12, 2002 minutes was seconded and carried.
Ike Ehie reported after discussion with the Department Head there was not a problem with this request. He stated that this process has been followed before with other faculty. Don Foster moved to remove from table and approve the request. The motion was seconded by Jackie Spears and carried.
Karen Pence asked if other colleges had problems with students enrolling in overloads during Intersession and summer school. There seems to be no monitoring of overloads. The committee discussed student enrollment, overloads, and dates for summer school. It was reported that the College of Business does monitor and remove students enrolling in multiple sections or enrolling without prerequisites. Ray Hightower will report next meeting about the starting dates being proposed for summer school.
Don Foster distributed an example of a DARS report transcript and a regular transcript. He reported that the Registrar's office gets requests for an extremely large number of unofficial transcripts every semester. He asked if colleges could use the DARS transcript instead. Discussion followed. Each college was asked to notify Don as to which type of transcript they will use.
Kevin Donnelly reported the College of Business Administration is not allowing students with GPAs below 2.5 to take business courses. These students are not dismissed from the University but do not have a curriculum 'home'. This policy creates a problem for the other colleges with the students having a GPA below 2.0 but not dismissed by the University. Several colleges had an increase in student requests to meet with the reinstatement committees. Several suggestions were discussed. 1) Guidelines for students could be determined for one semester. If students did not meet the guidelines, students would be dismissed, regardless if they met the university's dismissal standards. 2) Standards for dismissal could be established by individual colleges instead of at the university level. 3) The University's dismissal level could be raised to a 2.0. 4) The College of Business Administration could work with these students and allow them to stay in their college. Ray Hightower suggested that using an Interest Inventory with these students could help them determine a change of major.
Ron Downey has formed a committee to discuss this problem and Alison Wheatley reported some of the ideas discussed at the committee meeting. Alison Wheatley will keep CAPP informed on the discussion and actions of this committee. Ray Hightower will bring information on the ACT Interest Inventory to the next meeting.
Jackie Spears distributed a statement to be added to the catalog stating the total hours for a bachelor's degree range from 124 to 167 hours and a minimum of 45 hours must be at a course level of 300 or above. The statement is in compliance with the new Board of Regent requirements. Don Foster moved for inclusion in the catalog. The motion was seconded and carried.
Kevin Donnelly asked for an explanation of the decision not to print the line schedule. Don Foster stated the University would use the electronic version of the spring schedule only. There will be several links to the web site "Courses at K-State". The files will be pdf files and printable. The front pages of the line schedule will be available at this site. Most colleges felt this would create problems for advisors and students.
Alison Wheatley requested a non-standard time for a new Geology/Anthropology course. Discussion concerning room usage for MW mornings followed. Don Foster moved for approval of this request for the spring semester only. The motion was seconded and carried.
