Call to Order:

Mike Perl convened the meeting.

Announcements:

It was announced the Faculty Senate had passed the out-of-class exam policy for over 100 students as long as the exam was listed in the line schedule.

Mike Perl announced there would be a holiday luncheon in the Bluemont Room after the December meeting. Previous members and alternates would also be invited.

Minutes:

Ray Hightower had one correction for the September 11, 2002 minutes. The first sentence under the acceptance of students with less than 2.0 should read ".not allowing students with GPAs below 2.5 to enter or stay in the college."

Old Business:

Proposed Starting Dates for Summer School

Ray Hightower presented a proposal for standard starting dates for summer sessions. The committee discussed the proposal. Ray requested that colleges give him dates of summer sessions that would not work in this proposal.

Student Interest Inventory for selecting majors

Ray Hightower distributed examples of the ACT Assessment College Report and gave a brief explanation of how to interpret the report. Ray gives his faculty training on using these reports to advise students on possible majors.

New Business:

Implementation of the 45 hour upper division rule

Kevin Donnelly distributed three groups of questions he had concerning the new 45 hour of upper division rule:

  1. When does the rule go into effect and does it apply to students, to curricula, or both? What about effective dates for transfer students that are currently at another college?

  2. What happens when transfer students from community colleges have courses that substitute for upper division courses? Do these courses count as part of the 45 hours or not? If we can't count them, should we remove them from equivalency on our website?

  3. What about transfer students from other 4-year colleges? What if the institutions have different numbering systems? If an upper division course at another institution substitute for a lower division course at K-State, how is it counted?

Betty Stevens distributed parts of the minutes from the Board of Regents meetings and explained what was discussed and approved by the BOR. She presented the requirements for a Bachelor's degree as published in the Kansas Administrative Regulations (KAR 88-16-1b).

The committee discussed these items to great length. It became apparent that there was not a consensus on how these polices would be implemented. There seems to be a difference of interpretation of policies for transfer students. No action was taken.

Dismissal Letters for Fall 2002

Nancy Mosier asked when the other colleges would be sending out their dismissal letters for Fall 2002. The list will not be available until December 27 th when the University is closed. Most colleges will be sending letters out on December 27, 2002.

Adjournment:

Due to lack of time, the other items on the agenda were not discussed. Mike Perl adjourned the meeting.
