Call to Order:

Mike Perl convened the meeting.

Agenda Additions:

Larry Moeder requested "Validation of Credit Form" be added to the agenda.

Minutes:

Mike Perl requested the sentence "Carla Joes, current director of the office of Student Life, agreed to continue the policy as stated in this letter." be added to the November 13, 2002 minutes.

 

Old Business:

New Business:

Study abroad waiver of 300 level and higher UGE requirement.

Ray Hightower distributed a page from the UGE web site. On the web site, the Overview of UGE requirements states "The new and revised policies below.are effective retroactively for all students." Ray suggested that this philosophy should apply to the credit for the study abroad program. Ray moved that the committee recommend to ICCP to change the effective date on the study abroad requirement so the study abroad waiver will be retroactive for all students. Motion was seconded and carried.

Request from Statistics for non-standard final exam time, Spring 2003
Request from Janet Benson for a new course (ANTH 522) at a non-standard time

Diane Barker presented two requests for non-standard class and final times. It was requested STAT 320/330 be given as a group exam on Tuesday at 7:30 AM when English finals have been scheduled. Since the number of sections of English 100 & 200 using that time has decreased greatly, scheduling the statistics finals should not be a problem. Don Foster moved we approve the request for STAT 320/330 to be moved to the time slot normally occupied by English. Motion seconded and carried.

The request for Media Anthropology to be given a 75-minute time block on MW was discussed. The committee had several concerns about this request. Don Foster moved to table the request. Motion seconded and carried.

45 Hours Upper Division Rule

Ray Hightower distributed a section from the minutes of the Board of Regents concerning the discussion and definition of the "Baccalaureate degree". He also distributed his explanation of the approved policy. The committee discussed the new policy to great lengths. The biggest concern is how to handle courses transferred in from community colleges that substitute for upper division courses. There was a difference of opinion if those transfer courses would count as part of the 45 hours of upper division. The committee suggested a review of course equivalencies from community colleges might be needed. Don Foster stated that programs must have 45 hours of upper division in the course requirements. Students could meet the requirements in several different ways: taking the course, transferring in a course, or by special exam. Mike Perl expressed the intent of the rule seemed to be at the program level from the statement in the minutes: "Institutions are not permitted to make programmatic exceptions." Although there was not unanimous consensus, most of the committee felt the 45-hour of upper division was a program requirement and not an individual student requirement. It was determined that DARS can check for 45 hours of upper division.

There was also discussion concerning the 60 hours from a four-year institution requirement. It was determined the KSU rule of limiting the number of hours from a two-year institution to half the required hours would meet the 60 hour rule.

Evening College

Betty Stevens announced the plans to start an Evening College next fall due to moving the Ft. Riley courses back to Manhattan. The program offerings and agreements with Ft. Riley will remain the same. The office at Ft. Riley will be with K-State & Barton County and the Barton County staff will advise for K-State. The Evening College will have courses in Manhattan and Salina. The regular evening courses will not be considered part of the Evening College. Courses will be programmatic and designed for the adult worker/commuter who would not be available during the day. The Evening College office will be open in the evenings for students to help advise and answer questions. Discussion followed concerning advising, programs, associate degrees and teaching assignments.

Scheduled Quizzes, Tests, and Exams Outside of Regular Class times - ORC

Mike Perl distributed material from Gunile DeVault listing ORC courses that need to be approved by CAPP before May 3, 2003. He asked the committed to notify the departments offering these courses about the need for approval. Validation of Credit Form

Larry Moeder requested to remove the requirement for the Dean's signature from the Validation of Credit Form. The committee explained the need for the Dean's signature and denied the request.
