SCHOLARSHIP PROGRAM

The Kansas Army National Guard and Army ROTC may award forty (4) four-year scholarships to qualified young Kansans each year. The University of Kansas, Kansas State University, and Pittsburg State University may award scholarships to qualified applicants. This packet contains general information, eligibility requirements and selection criteria for the Kansas Army National Guard Scholarship Program. All forms required to submit an application are included herein.

GENERAL INFORMATION

The Kansas Army National Guard ROTC Scholarship Program is a statewide program for Kansas residentsEligible for in-state tuition who are U.S. citizens. After completion, this packet should be forwarded to the Professor of Military Science (PMS), Army ROTC at the university you wish to attend. The purpose of this program is to assist highly qualified individuals who are motivated to achieve a college degree and acquire a Reserve officer commission in the Kansas Army National Guard.

ELIGIBILITY REQUIREMENTS

You may qualify for one of the scholarships if you meet all of the following:

a. Citizen of the United States

b. Resident of Kansas eligible for in-state tuition.

c. Will be at least 17 years of age prior to the effective date of the scholarship.

d. Will be able to complete all requirements for a commission and a college degree and be under 30 years of age on 30 June of the year you complete the requirements.

e. Can successfully pass a medical examination required for commissioning as a Second Lieutenant.

f. Can successfully pass the Army Physical Fitness Test (APFT) prior to appointment.

g. Achieve a minimum American College Test (ACT) score of 17

h. Will be a high school graduate or posses an equivalent certificate before the effective date of this scholarship.

i. Have no moral obligation or personal conviction that will prevent you from:

            (1) Supporting and defending the Constitution of the United States against all enemies, foreign and domestic.

(2) Conscientiously bearing arms.

j. Obtain a written agreement to enter into an appropriate contract with the Kansas Army National Guard and Department of the Army acknowledging the following obligations (if under 18 years of age upon the effective date of the scholarship you will need to obtain your parents or guardians consent also):

(1) Agree to complete the prescribed Military Science courses, ROTC Advanced Camp, and other directed training.

(2) Upon successful completion of the Military Science and baccalaureate degree requirements, accept a commission as a Reserve commissioned officer in the Kansas Army National Guard and as a Reserve officer of the U.S. Army. Further, to serve as a commissioned officer in the Kansas Army National Guard for not less than four years upon appointment.

 

(3) Agree as a condition of receipt of the scholarship, that failure to satisfy the obligation to accept a commission or failure to remain eligible and qualified to satisfy the obligations imposed as a result of accepting the scholarship, to repay the State of Kansas an amount equal to the total amount of benefits received. An alternative to repayment is to serve as an enlisted member of the Kansas Army National Guard for a period of not less than four years from the date of ineligibility, with total repayment to be accomplished within five years from the date of ineligibility. Requests for exemption from recoupment will be considered on a case by case basis by the Kansas Board of Regents.

k. As a condition of appointment or enlistment, each recipient incurs an eight year military service obligation as required by Federal statute. This includes four year's service with the Kansas Amry National Guard, with two additional years with a reserve component unit, and tow years service in the Individual Ready Reserves (IRR). The IRR service does not involve mandatory participation in annual training requirements.

SELECTION CRITERIA

Selection of scholarship recipients is based upon a subjective evaluation of all facets of the applicant's records, including scholastic potential and achievement, participation in extracurricular activities, demonstrated leadership interest in service with the Kansas Army National Guard, and an interview by a university selection board (if selected for such an interview). No single factor is sufficient to insure selection for a personal interview or a scholarship.

Request for SAT or ACT Scores

Scores achieved on the Scholastic Aptitude Test (SAT) or the American College Test (ACT) are important factors in the selection of scholarship recipients. Applicant must take one of these tests and make the scores available to the university where you intend to enroll. The applicant must submit a request for scores. If the applicant has taken or registered for the SAT and ACT, results of both tests should be furnished. The SAT and ACT agencies require approximately four weeks to process requests for additional SAT or ACT scores. DO NOT WAIT TO MAIL YOUR SCHOLARSHIP APPLICATION FORM AND RELATED PAPERS UNTIL YOU RECEIVE TEST SCORE RESULTS.

Medical Examination

Applicants considered competitive will be notified by the appropriate PMS to report to a military medical facility for a medical examination to determine if they meet the medical requirements for award of the Kansas Army National Guard ROTC Scholarship. Insofar as possible, applicants will be scheduled for an examination at a facility near to their home. Applicants are responsible for paying the costs of all transportation, food, and lodging related to the medical examination. Applicants are advised that the criteria used to schedule applicants for a medical examination are based upon a combination of factors, and the fact that they are scheduled does not insure that they will not be eliminated from competition at later stage of processing. Applicants who are determined medically disqualified will be so informed by the appropriate PMS. Individual arrangements for medical examinations vary from university to university, so applicants are encouraged to discuss this with their PMS.

Interview

In addition to screening applications to determine which applicant's should be scheduled for a medical examination, the university will be reviewing the applicant's overall qualification for the final stage of processing, i.e. their personal interview. The interview affords the applicant and the PMS with an opportunity to discuss the applicant's background and future goals. The interview will normally be conducted by a board convened by the university staff, where an applicant may address any questions he or she may have concerning the Kansas Army National Guard ROTC Scholarship program. Interviews will normally be held on campus of the university that the applicant has enrolled at, and the applicant must pay the cost of transportation, food, and lodging incidental to the interview. Scheduling an applicant for an interview indicates the applicant is considered competitive. It does NOT, however, insure that he/she will be selected for final scholarship receipt.

Notification of Applicant

Applicants who are not selected for further consideration at any point will be so advised by the appropriate PMS. All applicants will be advised of their status as soon as possible upon completion of the selection process. It is imperative that the PMS at the appropriate university has the applicants current mailing address at all times. This will insure that notification is made in a timely manner.

BENEFITS

Every eligible student who qualifies therefor, as determined by each university's selection committee, may enroll annually for both the fall and spring semesters, not to exceed eight (8) semesters, in an ROTC institution without charge of tuition.

ACADEMIC STANDARDS

In order to apply for qualification for the benefits provided for by award of the scholarship, each recipient shall agree to:

*   Maintain standards of academic excellence and other standards required to remain in good standing at their university.

*   Maintain minimum full-time enrollment of at least twelve (12) credit hours each semester.

*   Participate in the Reserve Officers' Training Corps (ROTC) program.

*   Demonstrate the qualities required in a commissioned officer.
